About this opportunity

The Wisconsin Department of Justice, Law Enforcement Services Division is seeking to procure a continuous probabilistic genotyping software and application solution for its Madison and Milwaukee Crime Laboratories. The procurement encompasses software licenses for 10 concurrent users, implementation services, comprehensive training, and ongoing maintenance and support for five years. The primary objectives include improving DNA mixture interpretation capabilities, increasing forensic DNA sample processing capacity, and reducing sample analysis backlogs across the state's crime laboratories. The solution must fully support analysis of 2-4 person DNA mixtures with future expansion capabilities to 5-person mixtures, and must be a fully developed system currently validated in nationally accredited crime laboratories. Vendors must demonstrate three years of prior experience providing forensic statistical analysis software, identify qualified personnel, and provide at least three references from similar implementations. The bid deadline is September 7, 2017, at 2:00 p.m. Central Time, with an anticipated contract award in September 2017 and contract start in October 2017. The implementation timeline requires a complete, validated system within 90 days of contract initiation, with comprehensive training for 10 DOJ staff, 10 train-the-trainer participants, and 61 end users.

The state offers preference programs for certified Minority Business Enterprises (5% preference), disabled veteran-owned businesses (5% preference), and woman-owned business enterprises. All services must be performed within the United States, and bidders must comply with standard Wisconsin Department of Justice terms and conditions. The procurement allows for potential participation in Wisconsin's Cooperative Purchasing Service, enabling municipalities to leverage the resulting contract. While no specific incumbent vendor is mentioned, the state requires vendors to provide a detailed statement of work, implementation schedule, and comprehensive training plan. The total procurement value is not explicitly stated, but the bid price sheet suggests an initial licensing quantity of 8-10 units with anticipated additional purchases of approximately 50 licenses over five years. The contract includes a firm fixed-price structure with milestone-based payments, and maintenance and support fees are subject to a maximum 3% annual increase or Consumer Price Index adjustment. Vendors must maintain comprehensive insurance coverage, including $1,000,000 in professional liability and $5,000,000 in cyber liability.

Opportunity text

The Wisconsin Department of Justice, Law Enforcement Services Division is seeking to purchase a continuous probabilistic genotyping software and application solution that includes implementation, training, and ongoing support and maintenance services.

Under Wisconsin State Statutes §165.76 and §165.77, laboratories are required to analyze the deoxyribonucleic acid (DNA) in a human biological specimen received for use in investigations and court cases.

The DOJ operates three Crime Laboratories under the Division of Law Enforcement Services. The forensic DNA discipline is located at the Madison and Milwaukee Crime Laboratories, which employ a combined total of 61 DNA case-working analysts.

The goal of this project is to improve mixture interpretation capabilities within the DNA Analysis Unit and increase the capacity of forensic DNA laboratories to process more DNA samples, thereby reducing the number of forensic DNA samples awaiting analysis. The purchase of software and training to address this casework challenge will improve efficiencies for mixture interpretation.
