About this file

This is a Bid Price Sheet for Request for Bid (RFB) DOJ 2018-01 issued by the Wisconsin Department of Justice, Law Enforcement Services Division, seeking pricing for a probabilistic genotyping software and application solution. The procurement encompasses software licenses for an initial quantity of 8-10 units with anticipated additional purchases of approximately 50 licenses over the next five years, along with implementation services, training, and ongoing maintenance and support. The bid price sheet requires vendors to structure pricing across multiple components including initial software license purchases, subsequent license purchases with quantity breaks, maintenance and support for years 2 through 5, and professional services for implementation organized by major project milestones (Plan, Design/Build/Install, Test, Train, System Ready for Validation, and Go-live/Final System Acceptance). Training costs must be itemized separately, and bidders may propose customizations and modifications beyond basic configurations with associated costs clearly identified.

Pricing must be submitted as a combination of unit prices and lump sum fees establishing a total not-to-exceed cost based on a Statement of Work and defined milestones, with DOJ bearing no liability for costs exceeding the agreed-upon price. All prices, costs, and conditions outlined in the bid proposal shall remain fixed and open for acceptance for a minimum of 180 days from the bid due date. DOJ will consider various software license structure options including Software as a Service, per-user licensing, concurrent licensing, or other methodologies deemed in the agency's interest. Bidders may submit separate bid price sheets to identify alternate software license options with associated pricing if applicable. The maintenance and support pricing applies to the initial 8-10 licenses beginning from Final System Acceptance, with bidders required to indicate additional costs for maintenance and support covering license quantities exceeding the initial 10 units.
