About this file

This file is a bidder response template for Appendix D requirements issued by the Wisconsin Department of Justice, Law Enforcement Services Division for a probabilistic genotyping software and application procurement. The template instructs bidders to respond to mandatory security, technical, and functional requirements organized into three primary sections: General Requirements, Technical and Security Requirements, and Functional Requirements. Bidders must indicate compliance using response codes of either "Yes" (fully meets requirement) or "QY" (Qualified Yes, requires customization/modification), and provide detailed descriptions demonstrating how their software and services meet each stated requirement. The Functional Requirements section encompasses modeling capabilities, sensitivity analysis, biological parameters, source coding and testimony features, software authorization, software reports and support services, and efficiency metrics. Failure to meet mandatory requirements—identified by the words "must" or "shall"—will result in bid disqualification unless the Department of Justice determines that no bidders can meet the requirement, in which case the agency reserves the right to modify or delete the specification.

The bidder response template requires documentation of customization or modification costs, level of effort in hours, and completion timelines for any qualified yes responses. The completed template, along with all RFB documents, amendments, attachments, and addenda, will constitute part of the resulting contract upon award. This procurement addresses Wisconsin's need to improve mixture interpretation capabilities and increase processing capacity across the Madison and Milwaukee Crime Laboratories, which collectively employ 61 DNA case-working analysts. The solution must support the state's statutory obligations under Wisconsin State Statutes 165.76 and 165.77 to analyze DNA evidence in investigations and court cases, ultimately reducing the backlog of forensic DNA samples awaiting analysis.
