About this file

This is an appendix to a Request for Bids (RFB) issued by the Wisconsin Department of Justice for a probabilistic genotyping software and application solution. The document outlines the bidder qualifications, experience, and project organization requirements that responding vendors must address in their proposals. Bidders must demonstrate three years of prior experience providing forensic statistical analysis software solutions to crime laboratories and must identify qualified personnel including a project manager, business analysts, technical architects, and scientific staff with relevant forensic field experience. Vendors are required to provide at least three references from organizations that have received similar services within the past three years, along with documentation of project scope, dates, locations, and results. The RFB specifies that vendors must submit a Statement of Work addressing the major implementation phases and milestones, a detailed contract schedule from execution through go-live and final system acceptance, and a comprehensive training plan that meets specific requirements including a minimum of 100 hours of training and scientific support.

The training plan must address probabilistic genotyping theory, software functionality, and source code training for the Wisconsin State Crime Laboratory Board (WSCLB) DNA Analysis Unit members, with options for train-the-trainer approaches and web-based components subject to WSCLB approval. All training materials must be submitted and accepted by the WSCLB Technical Unit Leader prior to use, and vendors must provide examples of successful training programs conducted at nationally accredited crime laboratories where the software has been sustained for at least two years without retraining requirements. Bidders must also detail their software maintenance and customer support programs, including service level options, procedures for software updates and upgrades, and processes for issue tracking and resolution. Additionally, vendors must disclose any conflicts of interest, provide financial capability statements, and address project assumptions, constraints, potential risks, and mitigation strategies. The total response document is limited to eight pages across all sections.

Describe your experience, capabilities and the length of time you have been in business providing to forensic crime laboratories a system and services similar in scope and size to those required in this RFB.

2. Bidder Team.

Bidder must demonstrate personnel with scientific and statistical analysis experience as well as forensic statistical analysis technology implementation experience relevant to providing the solution to forensic crime laboratories within the previous three (3) years.

a. Identify the primary, key staff and subcontractors, (if used), who would be responsible for the execution of the various aspects of the project, including but not limited to:

• Project Manager

• Development Team - Business Analysts(s) and Technical Architect(s)

• Other Staff who would be responsible for other key areas of the project

b. Describe their roles, functional responsibilities and experience with projects that require scientific and statistical analysis in the forensic field, documentation of business requirements, system architecture, system development, and/or implementation, installation, technical support, etc.

3. References

a. Provide at least three (3) references using the form provided in the Submittals section. References shall be past or current organizations and/or clients with whom the Bidder is currently or has in the past three

(3) years provided similar services and/or software solution that meets most of the functional requirements stated in the RFB.

b. Provide contact information and a brief description of the project, dates, locations, results and assignment that was the basis for the business relationship.

DOJ may also utilize other pertinent sources of information regarding the services provided by the Bidder.

C. Project Organization (Limit 5 pages)

1. Statement of Work. Schedule C in the template contract (Attachment C) reflects the typical structure and foundation of the Statement of Work (SOW) that DOJ uses for its software implementation projects.

a. Address how your typical SOW and implementation is similar to or different from the major steps as defined in Schedule C.

b. Submit a Statement of Work for the implementation of the project, if different from that shown in Schedule C. Include any phasing recommendations and milestones tied to specific tasks/deliverables that are appropriate for the size and complexity envisioned for the project.

2. Contract Schedule. Provide an estimated timetable starting from the anticipated contract execution date through completion of go-live, Final System Acceptance date. Depict estimated durations of major milestone broken down by specific tasks and deliverables.

3. Training Plan. Describe your training plan and overall strategy for training as it relates to the following:

a. DOJ and application users in different functional roles including:

• Administrator staff

• End users

• Train-the-trainer

b. Types of training provided, potentially including:

• Lectures

• Practical exercises

• Competency evaluations

• Other

c. Timing of training with respect to the implementation plan

d. Materials provided during training including:

• End user manuals

• System and application administrator manuals

e. Include the table below in your response to this section. Indicate your compliance with the following training requirements. Provide additional information in the shaded areas, as applicable.

Training Requirements YES or NO

1.1. The Bidder must be able to provide a minimum of 100 hours of training and scientific support in order to ensure the software is installed and useable for the WSCLB biological parameters, kits and analysis.

Vendor Response

1.2. The Bidder must be able to provide in-house training to members of the WSCLB DNA Analysis Unit that will cover: probabilistic genotyping theory, the software functionality and source code and the use of the software for end users. Any web-based training must be authorized by the WSCLB DNA Analysis Unit Technical Unit Leader prior to use and may be denied.

1.3. The Bidder must be able to allow for a “train the trainer” option in the event the WSCLB chooses to follow this approach.
