About this opportunity
The City of St. Petersburg, Florida, is soliciting qualified vendors to provide and install one double automatic ballistic door system in the main lobby of the St. Petersburg Police Department Headquarters located at 1301 1st Avenue North. The ballistic door system must be certified to withstand UL 752 Level 4 specifications, protecting against .30 caliber rifle lead core soft point ammunition with no spall or penetration, and must include double automatic door openers, battery-powered ADA remote buttons, and ADA automatic door signage. Vendors must deliver operational testing, user manuals, and operational training for City staff, with all labor, materials, tools, equipment, and documentation provided as part of a lump-sum cost proposal. Qualified vendors must demonstrate a minimum of five years of experience in ballistic door installation services, possess the ability to obtain required insurance coverage (Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of $1,000,000, and Workers' Compensation as required by Florida law), and be registered with the Florida Division of Corporations and compliant with E-Verify requirements under Florida Statute 448.095. The solicitation was released on April 3, 2026, with a deadline for questions on April 8, 2026, and a response deadline of April 13, 2026, at 3:00 p.m., with all submissions required to be uploaded electronically to the OpenGov Procurement portal. The City has designated one award for this project and reserves the right to award on a split-order, lump-sum, or individual item basis. All vendor employees and subcontractor employees working at the police facility must successfully pass a Level 2 background investigation conducted by the St. Petersburg Police Department before work commences, and work shall be performed during regular business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, excluding city holidays) with completion required within the timeframe specified in the Notice to Proceed, subject to liquidated damages of $150 per calendar day for failure to achieve Substantial Completion on schedule.
No specific set-asides are mandated for this procurement; however, the City encourages participation from Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) located in the Tampa Bay Region through a voluntary Subcontractor Utilization Plan, with no minimum participation requirements or grounds for non-responsiveness based on zero participation levels. The Scope of Services document identifies Total Security Solutions (primary contacts: Paul Batista, Senior Regional Sales Manager, and Drew Harper, Account Manager) as a qualified vendor to be included in the OpenGov bid process. Contractors may subcontract up to 80 percent of contract work for this project, with all subcontractors requiring submission on a Subcontractor Summary Spreadsheet at the time of bid and prohibited from substitution after contract award and the pre-construction meeting except under specified circumstances such as failure to execute a contract, lack of appropriate licensing, bankruptcy, or failure to perform. The contract will commence upon the Effective Date and remain in full force until Final Completion and expiration of all warranty periods, with monthly payments within twenty business days of invoice receipt subject to a five percent retainage until Substantial Completion and an additional 150 percent retainage of estimated Punch List costs until Final Completion, and contractors providing a one-year warranty on all materials and labor following Substantial Completion. No specific budget amount or award value is disclosed in the solicitation documents.
