The ballistic door system must meet UL 752 Level 4 specifications to protect against .30 caliber rifle ammunition and include double automatic door openers, battery-powered ADA remote buttons, ADA signage, operational testing, user manuals, and staff training. Vendors must demonstrate a minimum of five years of ballistic door installation experience and obtain required insurance coverage (Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate and Commercial Automobile Liability of $1,000,000). The solicitation was released on April 3, 2026, with a questions deadline of April 8, 2026, and a response deadline of April 13, 2026, at 3:00 p.m. Work must be completed within the timeframe specified in the Notice to Proceed and performed during regular business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, excluding city holidays). The contract commences upon the Effective Date and continues until Final Completion and expiration of all warranty periods.

The Subcontractor Utilization Plan encourages participation from Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) located in the Tampa Bay Region, though participation is entirely voluntary with no minimum requirements or grounds for non-responsiveness based on zero participation. Contractors may subcontract up to 80 percent of contract work, with all subcontractors required to be submitted on a Subcontractor Summary Spreadsheet at bid time and not subject to substitution after contract award except under specified circumstances such as failure to execute a contract, lack of appropriate licensing, bankruptcy, or failure to perform. All vendor and subcontractor employees working at the police facility must successfully pass a Level 2 background investigation before work commences. Payments are due within twenty business days of invoice receipt and subject to five percent retainage until Substantial Completion and an additional 150 percent retainage of estimated Punch List costs until Final Completion. Contractors must provide a one-year warranty on all materials and labor following Substantial Completion. Liquidated damages of $150 per calendar day apply for failure to achieve Substantial Completion on schedule. No specific budget amount or award value is disclosed in the solicitation documents.

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
