About this file

This file consists of technical design plans for a ballistic door installation project at the St. Petersburg Police Department Headquarters located at 1301 1st Avenue North in St. Petersburg, Florida. The City is soliciting qualified vendors to provide and install one double automatic ballistic door system in the main lobby, with the system required to meet UL 752 Level 4 specifications and withstand .30 caliber rifle lead core soft point ammunition without spall or penetration. The scope of work includes installation of double automatic door openers, battery-powered ADA remote buttons, and ADA automatic door signage, along with operational testing, user manuals, and operational training for City staff. All labor, materials, tools, equipment, and documentation must be provided as part of a lump-sum cost proposal. The solicitation was released on April 3, 2026, with a question deadline of April 8, 2026, and a proposal deadline of April 13, 2026, at 3:00 p.m., submitted electronically through the OpenGov Procurement portal. Work must be completed within the timeframe specified in the Notice to Proceed during regular business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, excluding city holidays), with liquidated damages of $150 per calendar day assessed for failure to achieve Substantial Completion on schedule.

Qualified vendors must demonstrate a minimum of five years of experience in ballistic door installation services and maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of $1,000,000, and Workers' Compensation as required by Florida law. Vendors must be registered with the Florida Division of Corporations and compliant with E-Verify requirements. All vendor and subcontractor employees working at the police facility must pass a Level 2 background investigation before commencing work. Contractors may subcontract up to 80 percent of contract work with all subcontractors submitted on a Subcontractor Summary Spreadsheet at bid time; subcontractor substitution is prohibited after contract award except under specified circumstances including failure to execute a contract or lack of appropriate licensing. The contract includes monthly payments within twenty business days of invoice receipt with five percent retainage until Substantial Completion and an additional 150 percent retainage of estimated Punch List costs until Final Completion, with contractors providing a one-year warranty on all materials and labor following Substantial Completion. The City encourages voluntary participation from Small Business Enterprises, Women Business Enterprises, Veteran Owned Businesses, and Minority Business Enterprises located in the Tampa Bay Region with no minimum participation requirements. No specific budget amount or award value is disclosed in the solicitation documents, and the City reserves the right to award on a split-order, lump-sum, or individual item basis.
