Subcontractor Summary Spreadsheet - City of St. Petersburg

This is a Subcontractor Summary Worksheet template issued by the City of St. Petersburg, Florida, for use in conjunction with municipal construction projects. The worksheet serves as a mandatory submission document that prime contractors must complete and include with their bid packages. The form requires contractors to identify all intended subcontractors, provide detailed information about each subcontractor including business address and contact information, specify trade classifications being subcontracted, indicate subcontract amounts, and document whether subcontractors meet Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) status requirements. For the Police Department Ballistic Door Installation project, contractors may subcontract up to 80 percent of contract work. The worksheet must be submitted at the time of bid, with the deadline for bid responses set for April 13, 2026, at 3:00 p.m.

Subcontractors may not be substituted or changed after contract award and the pre-construction meeting except under seven specific circumstances: failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure or refusal to perform the subcontract, substantial unsatisfactory work performance, or substantial delay or disruption of project progress. SBE subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The template permits documentation of both first and second-tier subcontractors and includes fields for the City's approval, dates, and reason codes for any additions or deletions.
