About this opportunity
Dorchester County, South Carolina is issuing Invitation for Bids (IFB) No. 2026-52 for construction improvements at the intersection of Orangeburg Road (S-22) and Mallard Road (S-58). The primary objective is to construct right-turn lanes at the southbound Orangeburg Road and westbound Mallard Road approaches, with associated roadway, drainage, traffic control, and erosion control improvements spanning approximately 0.25 miles across both routes. Work items include unclassified excavation (907 cubic yards), asphalt paving courses totaling 990 tons, drainage pipe installation (161 linear feet of 18-inch pipe), traffic signal equipment installation including 40-foot wood poles with conduit and copper wire, pavement markings (368 square feet of permanent signing), sediment and erosion control measures (sediment tubes totaling 195 linear feet and stabilized construction entrances), and comprehensive traffic control throughout the project. All work must comply with SCDOT 2025 Standard Specifications for Highway Construction, SCDOT 2025 Supplemental Specifications, and 2009 SCDOT Standard Drawings, and the contractor must be SCDOT pre-qualified. The deadline for written questions is April 13, 2026 at 8:00 a.m., with bid opening scheduled for April 23, 2026 at 2:00 p.m. (virtual attendance available via Microsoft Teams). Substantial completion must be achieved within 180 calendar days from issuance of the Notice to Proceed, with final completion required within 30 additional calendar days. Bids must remain valid for 60 days from opening.
Bid security is required for bids exceeding $25,000 in the form of a bid bond, certified check, or cashier's check equal to at least 5 percent of the total bid amount, and the successful bidder must provide performance and payment bonds each equal to 100 percent of the contract amount. No specific set-aside designations for disadvantaged enterprises are mentioned in the procurement documents. The contractor is responsible for obtaining all necessary permits and licenses, including environmental permits (USACE permits, NEPA documentation, 401 water quality certification, and OCRM permits). General liability insurance with $1,000,000 limits, automobile liability, workers' compensation, and owners' and contractors' protective liability are required. Payment shall be made within 30 days of approved invoices, with retainage of 10 percent of contract payments until 75 percent completion by dollar value, at which point retainage reduces to 5 percent. Liquidated damages are assessed at $1,000 per calendar day for delays beyond the completion date. The project is funded through local appropriations, and contract pricing shall be submitted on a unit cost basis for all line items; however, the specific total contract value or budget range is not disclosed in the available procurement documents.
