About this opportunity

The Sacramento County Water Agency is soliciting bids for an On-Call Pavement Restoration Project for the period of 2025-2028, covering Sacramento County and specifically including areas in the City of Elk Grove and City of Rancho Cordova. The project requires a contractor to provide comprehensive pavement and utility restoration services, including grinding and repairing damaged pavement, removing temporary asphalt patches, compacting aggregate base, placing hot mix asphalt concrete, sealing asphalt, adjusting utility boxes, and performing concrete paver and crack repairs. Contractors must be licensed as a California General Engineering Contractor (Class A) or Class C-12 Earthwork and Paving Contractor and be registered with the California Department of Industrial Relations. The bid submission deadline is January 29, 2026 at 2:00 p.m., with electronic submissions required, and pre-bid questions must be submitted by January 8, 2026 at 2:00 p.m. Evaluation will be based on the base bid, with contractors required to provide a bid guarantee of 10% of the aggregate bid amount and comply with prevailing wage requirements.

The contract has specific requirements for non-discrimination and compliance with federal regulations, including Title VI assurances that prohibit discrimination based on race, color, national origin, age, sex, or disability. Contractors must provide Certificates of Reported Compliance with the California Air Resources Board Advanced Clean Fleets regulation and adhere to Sacramento County's Labor Compliance Program. The estimated construction cost is $2,705,600.00, with work anticipated to include 10-20 repair sites per month between March and November, limited to a maximum of eight hours per day. Performance and payment bonds, each equal to 100% of the contract price, are mandatory. The contract requires contractors to complete assigned sites within 30 calendar days (with extended timelines for larger numbers of sites), and imposes liquidated damages of $500 per calendar day for delays. Successful bidders must also provide non-collusion declarations and subcontractor documentation, with work to be performed under SCWA's annual encroachment permit and subject to jurisdictional testing standards.
