About this opportunity
The Texas Comptroller of Public Accounts (CPA) is seeking a qualified vendor to provide comprehensive full-service maintenance for Opex Falcon high-volume document scanners through a Request for Offers (RFO) procurement. The contract covers maintenance services for six FalconV scanners and one FalconV+ scanner located in Austin, Texas, with an initial prorated period running from May 1, 2026 through August 31, 2026, followed by a full annual period from September 1, 2026 through August 31, 2027, and potential renewal terms extending through August 31, 2029. The vendor's pricing must be all-inclusive, covering preventative maintenance, remedial maintenance, parts, labor, travel, and technical support with no additional charges permitted. The successful respondent must meet specified service level agreements with response and resolution times ranging from 2 to 6 hours depending on severity level, and must provide credits of $10,000 for every six hours of equipment downtime exceeding specified thresholds. The vendor must maintain insurance coverage including $1,000,000 commercial general liability, $1,000,000 professional liability, and a $25,000 employee dishonesty bond. The deadline for submitting questions is April 23, 2026 at 2:00 p.m. Central Time, with official responses released by May 1, 2026, and offers must be submitted electronically by May 8, 2026 at 2:00 p.m. Central Time, with services commencing May 15, 2026 or as soon thereafter as practical. Evaluation criteria weight past performance and qualifications at 50 percent, compliance with CPA specifications at 20 percent, and cost at 30 percent.
Respondents must complete a VetHUB Subcontracting Plan and confirm that subcontracting opportunities are probable, establishing requirements consistent with the Texas HUB Program that aims to promote equal business opportunities for economically disadvantaged persons. The HSP requires respondents to identify all portions of work intended for subcontracting, specify percentages of contract value to be awarded to Texas certified HUB vendors versus non-HUB vendors, and demonstrate good faith efforts to utilize HUBs based on agency-specific goals. Respondents must choose between three compliance pathways: awarding all subcontracting work to Texas certified HUBs only, subcontracting to a mix of HUB and non-HUB vendors while meeting the agency HUB goal, or performing the entire contract with internal resources. Method B good faith efforts require notifying at least three Texas certified HUBs and two or more trade organizations or development centers of subcontracting opportunities, allowing HUBs at least seven working days to respond before bid submission. Upon contract award, respondents must notify all selected subcontractors within ten working days and provide copies to the contracting agency, with ongoing compliance including submission of Prime Contractor Progress Assessment Reports to verify expenditures. No set-aside provisions, incumbent vendor information, or specific award values or budget ranges are specified in this solicitation.
