About this file
This is Addendum No. 3 to Request for Offers (RFO) 304-26-0277AM issued by the Texas Comptroller of Public Accounts for full-service maintenance of Opex Falcon high-volume document scanners. The addendum revises the anticipated schedule of events and deadline for offer submission. The RFO issuance date is April 16, 2026, with a deadline for submission of questions on April 23, 2026 at 2:00 p.m. Central Time. Official responses to questions will be released by May 1, 2026. The revised deadline for submission of offers is May 18, 2026 at 2:00 p.m. Central Time, with late offers not being considered. The contract covers maintenance services for six FalconV scanners and one FalconV+ scanner located in Austin, Texas, with an initial prorated period from May 1, 2026 through August 31, 2026, followed by a full annual contract period from September 1, 2026 through August 31, 2027, and potential renewal terms extending through August 31, 2029.
The addendum requires respondents to acknowledge receipt of Addendum No. 3 by signing and returning the acknowledgement form with their offer submission. All pricing must be all-inclusive, covering preventative maintenance, remedial maintenance, parts, labor, travel, and technical support with no additional charges permitted. The vendor must meet specified service level agreements with response and resolution times ranging from 2 to 6 hours depending on severity level and provide credits of $10,000 for every six hours of equipment downtime exceeding specified thresholds. Required insurance coverage includes $1,000,000 commercial general liability, $1,000,000 professional liability, and a $25,000 employee dishonesty bond. Evaluation criteria weight past performance and qualifications at 50 percent, compliance with CPA specifications at 20 percent, and cost at 30 percent. Respondents must complete a VetHUB Subcontracting Plan and demonstrate compliance with Texas HUB Program requirements through one of three pathways: awarding all subcontracting work to Texas certified HUBs only, subcontracting to a mix of HUB and non-HUB vendors while meeting agency HUB goals, or performing the entire contract with internal resources.
