About this opportunity
The Bergen County Utilities Authority (BCUA) is soliciting proposals for a mobile, on-site paper shredding services contract to address residents' confidential document disposal needs across Bergen County, New Jersey. The procurement encompasses three line items: municipal mobile shredding events for up to 70 participating municipalities (one 4-hour event per municipality annually), additional trucks for high-participation municipalities, and county-wide shredding events. The contractor must provide mobile shredding trucks capable of holding a minimum of 10,000 pounds of shredded paper, with fully functional camera systems allowing residents to observe shredding operations. Trucks must be staffed by drivers/operators with at least one year of experience, capable of shredding documents with staples, paper clips, and paperboard binder covers. The initial contract term runs from January 1, 2026, through December 31, 2027, with one optional twelve-month renewal period, and events will be conducted rain or shine, with municipal events operating from 9:00 AM to 1:00 PM and county-wide events from 8:30 AM to 2:00 PM.
The procurement includes several mandatory compliance requirements for potential bidders, including affirmative action language, ownership disclosure, and certifications regarding investments in Iran and activities in Russia and Belarus. While no specific set-asides for disadvantaged enterprises are explicitly mentioned, bidders must provide proof of a New Jersey Business Registration Certificate and comply with equal employment opportunity provisions. Contractors must maintain comprehensive general liability insurance of at least $1,000,000 combined single limit and workers' compensation insurance. The contract includes provisions for certifying total poundage shredded and recycling market certification for each event. Although a specific budget range is not provided, the BCUA reserves the right to award line items together or separately to one or more contractors and will not exceed 120 percent of the contract price. Bidders are required to submit pricing on a per-event basis, with the potential for multiple contractors to be selected based on the authority's evaluation of submitted proposals.
Opportunity text
The mixed paper recycling stream includes in part various residentially generated confidential/personal documents which the residents of Bergen County have indicated need to be handled in a secure manner so as to prevent the possibility of identity theft. In an attempt to respond to this concern in a convenient, cost effective manner, a mobile on-site paper shredding recycling program was determined to adequately address the residents' concerns while increasing the recycling tonnage of mixed paper. The Bergen County Utilities Authority (OWNER) seeks to arrange for the services of a mobile, on-site paper shredding company for Bergen County municipalities and county-wide events. The initial contract term is twenty-four (24) months from January 1, 2026 through December 31, 2027, with one (1) twelve-month option period from January 1, 2028 through December 31, 2028.
