Technical Specifications for Contract No. 25-11: Municipal and County-Wide Shredding Events

This technical specifications document outlines requirements for mobile on-site paper shredding services to be provided by the Bergen County Utilities Authority (OWNER) in New Jersey. The contract addresses the secure handling of residentially generated confidential and personal documents to prevent identity theft while increasing mixed paper recycling tonnage. The initial contract term spans twenty-four months from January 1, 2026, through December 31, 2027, with one twelve-month option period from January 1, 2028, through December 31, 2028. The contract consists of three separate line items that may be awarded together or separately: Line Item 1 covers municipal mobile on-site shredding events for up to seventy participating Bergen County municipalities, with each municipality eligible for two events during the initial period (one in 2026 and one in 2027); Line Item 2 addresses additional trucks for municipalities requiring two trucks due to high participation; and Line Item 3 covers county-wide shredding events with a minimum of four events annually (minimum two on Saturdays and two on Sundays). Municipal events operate from 9:00 AM to 1:00 PM, while county-wide events operate from 8:30 AM to 2:00 PM, all rain or shine.

The contractor must provide mobile paper shredding trucks capable of holding a minimum of 10,000 pounds of shredded paper, with five trucks required for county-wide events and at least three trucks available for municipal events on the same date. All trucks must include fully functional camera systems allowing residents to observe shredding operations and be staffed with drivers/operators having a minimum of one year experience. The contractor is responsible for shredding confidential documents with staples, paper clips, and paperboard binder covers, while excluding hardcover books, magazines, newspapers, photographs, and x-rays. A minimum of two 96-gallon totes per municipal event and ten per county-wide event must be provided. The contractor must submit certifications of total poundage shredded and recycling market certification for each event, provide contingency plans for mechanical breakdowns with proportionate deductions for downtime, and ensure trucks arrive empty and on time with quarter-hour late penalties applied to invoices. Bidders shall provide per-event pricing for each line item and contract period. The OWNER reserves the right to award line items separately to one or more contractors and to exercise the option year at its sole discretion with sixty days' written notice.

01000 - SPECIFICATIONS

Article 1.0 - General

The mixed paper recycling stream includes in part various residentially generated confidential/personal documents which the residents of Bergen County have indicated need to be handled in a secure manner so as to prevent the possibility of identity theft. In an attempt to respond to this concern in a convenient, cost effective manner, a mobile on-site paper shredding recycling program was determined to adequately address the residents' concerns while increasing the recycling tonnage of mixed paper.

The Bergen County Utilities Authority (OWNER) seeks to arrange for the services of a mobile, on-site paper shredding company for Bergen County municipalities and county-wide events. The initial contract term is twenty-four (24) months from January 1, 2026 through December 31, 2027, with one
