This is a specifications document for a mobile on-site paper shredding services contract issued by the Bergen County Utilities Authority in New Jersey. The Bergen County Utilities Authority seeks to contract with a mobile paper shredding company to provide secure document destruction services for Bergen County residents across seventy municipalities and county-wide events. The contract includes three separate line items that may be awarded together or separately: Line Item 1 provides one municipal shredding event per participating municipality annually; Line Item 2 covers additional trucks for municipalities requiring dual-truck events; and Line Item 3 encompasses county-wide shredding events. The initial contract term runs for twenty-four months from January 1, 2026 through December 31, 2027, with one twelve-month option period from January 1, 2028 through December 31, 2028. Municipal events operate from 9:00 AM to 1:00 PM, while county-wide events operate from 8:30 AM to 2:00 PM on a minimum of four events per contract year, with at least two events scheduled on Saturdays and two on Sundays. County-wide events require five mobile shredding trucks capable of each holding a minimum of 10,000 pounds of shredded paper.

Contractors must submit pricing on a per-event basis for each line item and contract period. The contractor is responsible for all operational costs including truck maintenance, driver/operator compensation, provision of 96-gallon totes for document collection, and camera systems for participant observation. All shredding trucks must arrive empty at events and be equipped with fully functional camera systems. The contractor must provide certification of total poundage shredded at each event and certification from a recycling market that collected paper is recycled. The contractor is required to maintain appropriate insurance coverage and provide proof of a New Jersey Business Registration Certificate. Payment terms and invoicing procedures shall be specified in the supplementary conditions, with invoices submitted after completion of each event. The Bergen County Utilities Authority reserves the right to award line items together or separately to one or more contractors and to reject any or all bids if deemed in the public interest. The option year shall be exercised at the sole discretion of the owner with written notice at least sixty days prior to contract expiration.

Article 1.0 - General The mixed paper recycling stream includes in part various residentially generated confidential/personal documents which the residents of Bergen County have indicated need to be handled in a secure manner so as to prevent the possibility of identity theft.
