About this opportunity

The City of Tucson, through its Environmental General Services Department (EGSD) Fleet Services Division, Tucson Fire Fleet Management, Tucson Water, and Sun Tran, is soliciting proposals for an annual requirements contract for motor oil, grease, and lubricants. The procurement seeks to establish a multi-group contract for lubricant products to be delivered to various agency locations in the Tucson metropolitan area. The solicitation covers six distinct product groups: Motor Oil, Grease, Hydraulic Fluid/Oil, Transmission Fluid/Oil, Gear Lube, and Miscellaneous Product Categories. Vendors may submit proposals for one or more groups, targeting a diverse fleet of vehicles from manufacturers including Caterpillar, Cummins, Detroit Diesel, Dodge, Ford, General Motors, John Deere, and Komatsu. The RFP (No. 230019) was published on August 3, 2023, with a pre-proposal meeting held on August 11, 2023, and proposals are due on October 2, 2023, at 2:00 PM local Arizona time. Contractors must provide manufacturer-approved lubricants in various container types, meet comprehensive technical specifications, and ensure product compatibility with existing vehicle fleets.

The solicitation includes provisions for multiple contract awards, with the City reserving the right to award by individual line item or grand group total. While specific set-aside designations are not explicitly detailed in the primary documents, the attached HUD and federal transit documents suggest potential opportunities for disadvantaged business enterprises (DBE) and Section 3 business concerns. The estimated annual contract value is $500,000, with an initial contract period of one year and potential extensions for up to two additional one-year periods. Contractors must provide product data sheets, guarantee year-round usability, ensure no adverse effects on factory warranties, and meet or exceed American Petroleum Institute (API) Service Requirements. The City will evaluate proposals based on technical specifications, pricing, and overall value to the agencies. Successful vendors must be prepared to supply products in bulk, drums, kegs, cans, tubes, pails, and cartridges, with drums to be supplied as returnable containers.
