About this opportunity
The County of San Mateo Treasurer-Tax Collector's Office is seeking qualified providers to deliver comprehensive Merchant Credit Card Services through a Request for Proposals (RFP). The procurement aims to secure a vendor capable of processing debit and credit card payments across multiple county departments, including County Clerk-Recorder, Parks and Recreation, Public Works, Sheriff's Office, and San Mateo County Health, with a specific emphasis on healthcare payment solutions for San Mateo Medical Center. The selected vendor must be Payment Card Industry Data Security Standard (PCI-DSS) compliant, implement tokenization and encryption technologies, and provide robust fraud management tools. Proposals will be evaluated based on qualifications, experience, proposed approach, customer service, and cost, with a target contract period from December 1, 2025, through November 30, 2028, and potential extension options. The RFP requires vendors to handle customer claims, transaction disputes, and provide customer support during county business hours. Proposals are due by 5:00 PM on July 18, 2025, and will be reviewed by a selection committee using a comprehensive set of evaluation criteria.
The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, but it does include compliance requirements such as Section 504 of the Rehabilitation Act of 1973, which mandates non-discrimination practices based on disability. The RFP indicates that vendors must be capable of handling transactions across various county locations, including Redwood City, San Mateo, San Carlos, and Half Moon Bay, with a demonstrated ability to integrate with existing systems like the EPIC electronic health record system. While specific budget ranges are not detailed, historical transaction data from fiscal year 2024 shows a total transaction volume of $16,440,033 with 198,813 transactions and total fees of $432,141, suggesting a significant potential contract value. The county expects minimal to no cost for necessary equipment, software, and services, with transaction fees to be paid by individual user departments. Vendors must also provide an ACH Authorization Agreement and complete references from at least three previous clients with similar merchant card service experiences.
