About this opportunity
Broward County Aviation Department is conducting a Request for Proposal (RFP) for the management, operation, and maintenance of the Rental Car Center Fueling Facility at Fort Lauderdale-Hollywood International Airport in Fort Lauderdale, Florida. The procurement seeks a qualified firm to assume full responsibility for a 150,000-gallon underground storage tank farm and associated fueling infrastructure operating continuously 24/7 without interruption, serving all rental car concessionaires at the airport. Key responsibilities include managing fuel deliveries (scheduled between 10 p.m. and 5 a.m.), maintaining fueling equipment and systems, conducting daily inventory monitoring, managing electronic fuel inventory systems, performing required inspections and fuel testing, maintaining all necessary licenses and permits, and ensuring compliance with environmental and safety standards. The vendor must provide a resident manager or qualified employee on-site 24 hours daily, implement a Class C State Operator fuel trainer program for vendor employees and concessionaire fuelers, obtain Class A and Class B UST operator certification and a Certified Pollutant Storage Contractors license, and submit an annual Management and Operation Plan for approval at least 60 days prior to each contract year. The procurement is structured as a three-year contract with vendors required to submit pricing worksheets detailing annual management fixed fees and payroll operating expenses for years one through three. Evaluation criteria include vendor qualifications, organizational capabilities, pricing competitiveness, performance references, financial capability, and compliance with all regulatory requirements including Living Wage Ordinance provisions (applicable only if awarded before September 30, 2026). The solicitation deadline is June 10, 2026, with electronic submission through the BPRO bidding system required by the closing date and time. A pre-proposal meeting will be held at Terminal 4, Conference Rooms B and C, located at 320 Terminal Drive, Fort Lauderdale, Florida 33315, with detailed directions and maps provided to attendees.
The solicitation includes procurement preferences for Small Business Enterprises (SBEs) and County Business Enterprises (CBEs), whereby certified firms within five percent of the highest-ranked non-certified proposer shall be elevated to highest-ranked status for contract negotiations. Local business preferences also apply under Broward County Code Section 1-74, allowing qualified local vendors with a Broward County business tax receipt and physical operations within the county for at least one year to match proposals from non-local competitors for award consideration. Vendors must submit a bid bond equal to five percent of the total bid price and, upon award, provide performance and payment bonds within ten calendar days, with surety companies meeting specific qualification requirements based on bond amounts and company ratings. Comprehensive insurance coverage is mandatory, including General Liability ($5 million per occurrence and aggregate), Workers' Compensation at statutory limits, Employers' Liability ($1 million per accident), Property Insurance ($5 million), and Pollution/Environmental Liability ($5 million), with the County listed as certificate holder and additional insured. All contractor personnel must obtain County-issued contractor identification badges and comply with Federal Aviation Regulations, Department of Transportation, Federal Aviation Administration, and Transportation Security Administration requirements, including obtaining Airport-Issued Identification Media. The solicitation is funded entirely with County funds, with no specific contract value or budget range disclosed in the procurement documents. No incumbent vendor or existing contractor is identified in the solicitation materials, indicating this represents a new competitive procurement for facility management services.
