About this file
This is a Criminal History Screening Practices Certification document related to the Broward County Aviation Department's solicitation for management of the Airport Rental Car Center Fueling Facility at Fort Lauderdale-Hollywood International Airport in Florida. The solicitation seeks a qualified firm to manage, operate, and maintain the rental car center fueling facility. Vendors are required to submit all relevant documentation and information as part of their proposals, with both required and optional items identified in the BPRO (Broward Procurement Request Online) system. The County strongly encourages vendors to provide comprehensive documentation at the time of submittal to facilitate timely and thorough evaluation.
Key requirements for this solicitation include compliance with Living Wage provisions, bonding requirements, and Title VI requirements. The Office of Economic and Small Business Development has established procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE). Notably, Florida House Bill 433 (2024) will effectively eliminate certain local wage and employment benefit regulations, including the Living Wage Ordinance, the Prevailing Wage Ordinance, the Domestic Partnership Act of 1999, and employee retention provisions, for any solicitations awarded on or after September 30, 2026. Vendors must submit pricing that excludes Living Wage Ordinance requirements for evaluation purposes, distinguishing between compliant and non-compliant wage structures in their proposals.

D. If Vendor fails to comply with Section 26-125(d) at any time during the contract term, Broward County may, in addition to all other available remedies, terminate the contract and Vendor may be subject to debarment or suspension proceedings consistent with the procedures in Chapter 21 of the Broward County Administrative Code.
