About this file
This is an Evaluation Criteria document for a state and local contract opportunity issued by the Broward County Aviation Department in Florida for the management, operation, and maintenance of the Rental Car Center Fueling Facility at Fort Lauderdale-Hollywood International Airport. The solicitation seeks a qualified firm to assume responsibility for all aspects of facility management and operations. Vendors are required to submit all requested documentation and information, with the County strongly encouraging submission of both required and optional items to facilitate timely and comprehensive evaluation. The solicitation is subject to standard provisions including living wage requirements, bonding requirements, and Title VI compliance. Vendors must be aware that Florida House Bill 433 (2024) provides that effective September 30, 2026, certain local wage and employment benefit regulations will no longer apply to solicitations awarded on or after that date, including the Living Wage Ordinance and Prevailing Wage Ordinance.
For pricing evaluation purposes, vendors must submit pricing that excludes Living Wage Ordinance requirements, with specific attention to wage rate structures and related costs. The solicitation includes procurement preference opportunities for Small Business Enterprises (SBE) and County Business Enterprises (CBE) as administered by the Office of Economic and Small Business Development. The evaluation process will consider all submitted documentation as relevant to the award decision, with particular emphasis on the vendor's qualifications, operational capabilities, and pricing competitiveness relative to established evaluation criteria.
