About this file
This is a Scope of Services and Responsibility Summary document for the Broward County Aviation Department regarding the management, operation, and maintenance of the Rental Car Center Fueling Facility at Fort Lauderdale-Hollywood International Airport in Florida. The solicitation seeks a qualified firm to manage and maintain specific fuel-related equipment and systems at the facility. The vendor's primary responsibilities include operation of the Electronic Fuel Inventory System, fuel dispensers and associated piping, underground fueling tanks, submersible turbine pumps, monitoring transition and valve sumps, leak detection panels, fuel management reporting systems, and emergency shut-off switches. Additionally, the vendor must observe, coordinate, and provide reports regarding the fuel area ventilation system, fire alarm system, communication system, foam system, fuel environment systems, and structural components, though the County retains ultimate responsibility for these systems. The County will directly manage and maintain discharge recovery systems, utility service lines, non-fuel-related electrical equipment, fire and security alarms, air conditioning, interior windows and doors, and interior structural elements.
The solicitation includes several regulatory and procurement requirements, including Living Wage and bonding requirements, Title VI compliance, and procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE). Notably, Florida House Bill 433 (effective September 30, 2026) provides that the Living Wage Ordinance, Prevailing Wage Ordinance, and related local employment regulations will not apply to awards made on or after that date. Vendors must submit pricing for evaluation that excludes Living Wage Ordinance wage rate requirements. The solicitation documentation emphasizes that all supporting materials identified as optional in the procurement system are strongly encouraged for submission to enable comprehensive and timely county review.
