About this opportunity
The State of Alaska Department of Law, Civil Division is seeking a qualified contractor to design, implement, and maintain a secure, scalable, cloud-based Legal Matter Management System (LMMS) to replace its legacy on-premises system and modernize legal operations across 19 sections operating in seven geographic locations (Juneau, Anchorage, Fairbanks, Bethel, Kenai, Nome, and Palmer) serving 289 staff members. The procurement requires comprehensive implementation services including full system replacement, extensive data migration from the current ProLaw system, workflow redesign, enterprise-level integration with the State's Integrated Resource Information System (IRIS), and long-term support and maintenance. The system must be a secure, scalable, cloud-based platform with integrated timekeeping, billing, and financial management capabilities tailored to public sector legal operations, supporting approximately 300 concurrent users and accommodating the Civil Division's complete legal lifecycle from matter intake through resolution across multiple practice areas including litigation, appellate work, child protection, regulatory matters, legislative support, and collections. Required qualifications include a minimum of three years' experience providing cloud-based systems to public-sector entities with 289 or more active users, support for enterprise-scale systems serving at least five state or federal agencies, and demonstrable experience with complex LMMS implementations and data migrations from ProLaw. The system must operate within FedRAMP Moderate or High security environments, integrate with Microsoft 365 applications and the Alaska Court System's TrueFiling platform, and maintain all Civil Division data within United States data centers. Proposals are evaluated on functional and technical requirements (250 points), experience and qualifications (125 points), understanding of the project (125 points), management plan and methodology (125 points), product demonstration (125 points), contract cost (150 points), and Alaska Offeror Preference (up to 100 points), with a total of 1,000 possible points. Proposals must be submitted by email to 03procurement@alaska.gov no later than 2:00 p.m. Alaska Standard Time on May 8, 2026; a mandatory live system demonstration is scheduled for May 11-20, 2026; a Notice of Intent to Award is anticipated by May 27, 2026; and contract execution is expected by June 10, 2026.
The contract does not specify set-aside designations for disadvantaged enterprises but does provide an Alaska Offeror Preference worth up to 100 evaluation points for entities meeting Alaska-specific qualifications, including possessing valid Alaska business licenses and maintaining domiciles or principal offices within Alaska. No incumbent vendor is identified for this modernization initiative, as the current system being replaced is ProLaw, the legacy on-premises platform. The LMMS must integrate with existing infrastructure including Microsoft 365 and Active Directory, the State's IRIS financial system, and the Alaska Court System's TrueFiling electronic filing platform, and must accommodate requirements for HIPAA Business Associate Agreement execution given the Civil Division's work with departments handling protected health information. The system must support approximately 250+ security designations across matters, documents, and contacts, maintain comprehensive audit logging and retention management, and preserve financial and billing history for reporting and reconciliation purposes. The contract is structured as time and materials with compensation at fixed hourly rates, with a total allocated budget of $8 million and proposals exceeding this amount deemed non-responsive. The contract term is five years with potential month-to-month extensions thereafter, subject to legislative appropriation and Attorney General approval, and professional liability insurance of $1 million or greater is required.
