Addendum Four to RFP 18-820-26: Legal Matter Management System
This is an Addendum Four document issued by the State of Alaska Department of Law, Civil Division for the Legal Matter Management System (LMMS) procurement. The RFP seeks a qualified contractor to design, implement, and maintain a secure, scalable, cloud-based legal matter management system to replace the legacy on-premises ProLaw system and modernize legal operations across 19 sections in seven geographic locations serving approximately 289 staff members. The project encompasses comprehensive implementation services including full system replacement, extensive data migration, workflow redesign, and enterprise-level integration with the State's Integrated Resource Information System (IRIS) and Alaska Court System's TrueFiling platform. Proposals were due by email to 03procurement@alaska.gov no later than 2:00 p.m. Alaska Standard Time on May 8, 2026. A mandatory live system demonstration was scheduled for May 11-20, 2026, with a Notice of Intent to Award anticipated by May 27, 2026 and contract execution expected by June 10, 2026. The contract term is five years with potential month-to-month extensions thereafter, subject to legislative appropriation and Attorney General approval.
The contract is structured as time and materials with compensation at fixed hourly rates, with a total allocated budget of $8 million and proposals exceeding this amount deemed non-responsive. No incumbent vendor is identified as the current system being replaced is ProLaw. The system must operate within FedRAMP Moderate or High security environments and integrate with Microsoft 365 applications, maintain all Civil Division data within United States data centers, and support HIPAA Business Associate Agreement execution. Evaluation criteria include functional and technical requirements (250 points), experience and qualifications (125 points), understanding of the project (125 points), management plan and methodology (125 points), product demonstration (125 points), contract cost (150 points), and Alaska Offeror Preference (up to 100 points), totaling 1,000 possible points. Professional liability insurance of $1 million or greater is required.

RFP # 18-820-26 – Addendum Four
To: Interested ParƟes of RFP 18-820-26 Date: Monday, March 16, 2026
From: Heather Zepp – Procurement Specialist 3 Subject: RFP# 18-820-26 Department of Environmental ConservaƟon Addendum Four Division of AdministraƟve Services
The following quesƟons were received regarding RFP 18-820-26 for Tongass Narrows Sampling for the State of Alaska, Department of Environmental ConservaƟon, Division of Water. The State’s responses are provided below.
Ques ons and Answers
Ques on 1 (Sec. 4.08 | Form F Subcontractor CompleƟon) SecƟon 4.08 states that offerors using subcontractors must complete the SubmiƩal Form F on their own documents in PDF format with company leƩerhead. Please clarify whether Form F is to be completed by the prime offeror on behalf of each subcontractor, or whether each subcontractor is expected to complete and submit their own Form F on their own leƩerhead.
State’s Response:
Form F shall be completed and submiƩed by the prime offeror as part of the proposal package. Subcontractors are not required to submit separate Form F documents directly to the State.
Ques on 2 (Sec. 3.01.02 | Year 2 Sample Event Counts in Work Schedule Table) The Work Schedule table on page 14 describes Summer 2027 as “8 sample events total, with 6 of those 8 falling within 30 days” and Fall 2027 as “4 sample events, approximately two weeks apart.” These figures match the Summer 2026 and Fall 2026 event counts exactly and appear inconsistent with the Sampling Frequency narraƟve on page 9 and the detailed sampling table on pages 10–11, which show 5 events for Summer 2027 (Events 21–25) and 7 events for Fall 2027 (Events 26–32). Please confirm the correct contractor-performed event counts for Summer 2027 and Fall 2027.
State’s Response:
The correct sample event counts are those listed in the Sampling Frequency narraƟve and detailed sampling table.
Summer 2027 includes five (5) sample events (Events 21–25). Fall 2027 includes seven (7) sample events (Events 26–32).
The Work Schedule table is incorrect for the summer of 2027 and should read: June 15 – August 15, 2027: five (5) sample events will occur approximately two weeks apart. September 15 – October 2027: seven (7) sample events total, with six
(6) events falling within 30 non-consecuƟve days and four (4) events occurring approximately two weeks apart.
Ques on 3 (Sampling Table | Event 22 Date Typo) The sampling table lists Event 22 with a start date of “6/27/2026” and an end date of “7/3/2027.” As Event 22 falls within the Summer 2027 season, the start year appears to be a typographical error. Please confirm whether the intended date range is 6/27/2027 to 7/3/2027.
State’s Response:
Yes. Event 22 should read June 27, 2027 to July 3, 2027.
