Submittal Forms for Alaska Department of Law Legal Matter Management System RFP

This document contains standardized submittal forms (Forms A-H) for the State of Alaska Department of Law's Request for Proposals (RFP 2026-1600-0117) to design, implement, and maintain a cloud-based Legal Matter Management System (LMMS). The RFP seeks to modernize the Civil Division's legal operations across 19 sections in seven geographic locations (Juneau, Anchorage, Fairbanks, Bethel, Kenai, Nome, and Palmer), serving approximately 289 staff members and 250+ concurrent users. The project involves comprehensive system implementation including full replacement of the legacy ProLaw platform, extensive data migration, workflow redesign, integration with the State's Integrated Resource Information System (IRIS) and Microsoft 365 applications, and long-term support and maintenance. Proposals must be submitted by email to 03procurement@alaska.gov no later than 2:00 p.m. Alaska Standard Time on May 8, 2026. A mandatory live system demonstration is scheduled for May 11-20, 2026, with a Notice of Intent to Award anticipated by May 27, 2026, and contract execution expected by June 10, 2026. The contract term is five years with potential month-to-month extensions thereafter, subject to legislative appropriation and Attorney General approval.

The contract is structured as time and materials with fixed hourly rates and a total allocated budget of $8 million, with proposals exceeding this amount deemed non-responsive. Mandatory qualifications include a minimum of three years' experience providing cloud-based systems to public-sector entities with 289 or more active users, support for enterprise-scale systems serving at least five state or federal agencies, and demonstrable experience with complex LMMS implementations and data migrations from ProLaw. The system must operate within FedRAMP Moderate or High security environments, maintain all Civil Division data within United States data centers, and include professional liability insurance of $1 million or greater. Evaluation criteria include functional and technical requirements (250 points), experience and qualifications (125 points), understanding of the project (125 points), management plan and methodology (125 points), product demonstration (125 points), contract cost (150 points), and Alaska Offeror Preference (up to 100 points), totaling 1,000 possible points. The Alaska Offeror Preference applies to entities meeting Alaska-specific qualifications, including possessing valid Alaska business licenses and maintaining domiciles or principal offices within Alaska. No incumbent vendor is identified for this modernization initiative.
