The bid package contains a unit price schedule with 99 line items spanning mobilization, traffic control, survey work, utility adjustments, erosion control, clearing and demolition, grading, asphalt and concrete work, pipe installation, drainage structures, water and sewer systems, signage, fencing, and mailbox relocation. All work must comply with GDOT Standard Specifications for Construction of Transportation Systems (2021 edition), City of Valdosta Standard Specifications for Water and Sewer Construction, and City Land Development Regulations.
The contract term is 300 consecutive calendar days from the Notice to Proceed, with construction hours limited to 8:00 AM to 6:00 PM Monday through Friday and 9:00 AM to 4:00 PM Saturday. Liquidated damages are assessed at $250 per day for failure to complete work within the contract timeframe.
Bidders must submit a non-collusive affidavit, Georgia Security and Immigration Compliance affidavit, and a bid bond or certified check equal to five percent of the bid amount. Performance and Payment Bonds equal to 100 percent of the contract price are required unless the bid price is $25,000 or less. The contract will be awarded on a unit price basis with monthly payments based on actual quantities, with five percent retainage applied to all payments. Contractors must maintain a City of Valdosta Occupational Tax Certificate/Business License and provide comprehensive liability insurance with the City named as an additional insured, along with workers' compensation coverage.
