About this opportunity

The Oregon Parks and Recreation Department (OPRD) is issuing Invitation to Bid (ITB) 13440 for the Cape Lookout State Park Parkwide Improvements Project, a comprehensive infrastructure modernization initiative comprising three distinct construction packages. Package 1 encompasses day use parking lot improvements featuring 55 line items including mobilization, demolition, asphalt and concrete paving, curbing, sidewalks, stormwater management infrastructure, utilities installation, electrical work, landscaping, and site amenities such as bollards, picnic tables, signs, pay stations, and electric vehicle charging stations. Package 3 addresses Loop D paving with 12 line items focused on pavement removal, base preparation, asphalt paving, and markings across approximately 72,600 square feet of existing asphalt surfaces. Package 4 consists of 13 line items dedicated to waterline installation of varying sizes and site electrical work for Loops C and D. Key deliverables include 132,500 square feet of asphalt excavation, 3,350 cubic yards of general excavation, 1,950 tons of asphalt paving, 15,560 square feet of concrete sidewalk, 5,700 square feet of stormwater planter area, and 4,700 linear feet of 3-inch waterline. All bidders must be registered with the Oregon Construction Contractors Board (CCB) prior to submission, with the same requirement applying to all subcontractors before work commencement. A voluntary pre-bid conference is scheduled for May 18, 2026, at 11:00 AM at Cape Lookout State Park in Tillamook, Oregon. Requests for clarifications, approvals of equivalents, or proposed changes must be submitted by May 27, 2026, at 2:00 PM, with electronic bid submissions required through the OregonBuys system by June 3, 2026, at 2:00 PM. Project start is upon Notice to Proceed, with substantial completion required by December 1, 2026, and final completion by December 31, 2026. Award will be made to the lowest responsive and responsible bidder, with bid security equal to 10% of the total bid amount required in the form of a bid bond, certified check, cashier's check, or irrevocable letter of credit. Upon award, the successful bidder must provide performance and payment bonds each equal to 100% of the contract amount, proof of insurance meeting specified requirements, and a completed W-9 form within seven days of award notification.

The OPRD is exempt from Oregon's Public Contracting Code (ORS 279A, 279B, and 279C) for this solicitation, including prevailing wage requirements. While no formal set-asides are mandated, bidders are encouraged to utilize certified disadvantaged businesses, minority-owned businesses, women-owned businesses, emerging small businesses, and veteran-owned businesses as subcontractors. No incumbent vendors or current contractors are identified in the procurement documents. The project requires integration with existing infrastructure at Cape Lookout State Park in Tillamook County, including coordination with existing utility systems and compliance with established site conditions documented in a soils report by GRI dated May 12, 2025, and a survey by KPFF dated September 12, 2024. Construction specifications reference compliance with the 2021 Oregon Standard Specifications for Construction, Oregon Plumbing Specialty Code, and industry standards from the American Society for Testing and Materials (ASTM). All material specifications, installation methods, and workmanship quality standards are detailed in technical specifications with particular emphasis on environmental protection measures and coastal park site adaptation. Liquidated damages are set at $1,000 per calendar day for each day beyond the substantial completion date. The project is anticipated to be funded with state funds with a contingency that funding is dependent upon the agency's receipt of sufficient project funding; however, no specific budget amount or award value range is disclosed in the solicitation documents.
