About this file

This Addendum 2 document modifies the Invitation to Bid (ITB) 13440 issued by the Oregon Parks and Recreation Department (OPRD) for the Cape Lookout State Park Parkwide Improvements Project. The addendum introduces three new attachments to the procurement: Project Permits (Attachment E-2) and a Geotechnical Report (Attachment E-3), both available as separate documents on OregonBuys, along with corresponding exhibits to the Sample Construction Contract Form. The addendum clarifies that CXT toilet buildings and vaults will be Owner-furnished and Contractor-installed, with the Contractor responsible for site preparation, grading, and paving. Electrical kiosks panels are also Owner-furnished with the Contractor responsible for site work and installation. Campsite pedestals (Parkmates) are specified as Owner-furnished with Contractor installation responsibility. The ITB closing date and time remain unchanged, with prospective bidders required to submit written questions, requests for change, or protests by 2:00 PM on May 27, 2026. The addendum includes clarifications addressing bidder questions regarding cobble excavation expectations, electrical panel specifications, culvert locations, utility coordination responsibilities with Tillamook Public Utility District, and pavement depth specifications for milling and inlay work in Package 3, with reference to the Geotechnical Report for subsurface condition details and pavement boring information.

The addendum confirms that existing culverts are included in project plans with available coordination through OPRD for field location assistance prior to directional boring. Responsibility for electrical work is clarified, with the Contractor responsible for conduit placement, transformer pad installation, and coordination with TPUD, while TPUD will handle pulling primary lines and setting the transformer. The Contractor is responsible for furnishing and installing non-OFCI electrical panels, while electrical kiosks remain OFCI. For pavement milling operations, if shallower asphalt than anticipated is encountered, the Contractor must coordinate with the Project Manager to determine the affected area and appropriate response. No changes to project funding sources, bid security requirements, performance and payment bond obligations, or competitive award criteria are introduced by this addendum, which serves solely to clarify technical specifications and add required supporting documentation to the original ITB.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

QUESTION: Is cobble expected to be encountered during excavation or boring?

OPRD RESPONSE: The cobble stockpile noted in the corner of the day use parking lot is material imported from offsite for park operations. Please see Addendum 3, Attachment E-3 Geotechnical Report for more information about anticipated subsurface conditions.

QUESTION: Are the campsite pedestals furnished by Contractor or Owner?

OPRD RESPONSE: Campsite pedestals (Parkmates) will be Owner Furnished Contractor installed.

QUESTION: Are the existing culverts included on the plans?

OPRD RESPONSE: Existing culverts are included in the plans. Contractor may coordinate with OPRD to assist in field locating known culverts prior to commencement of directional boring.

QUESTION: Is the Contractor or Tillamook Public Utility District responsible for pulling primary from the pole to the transformer in C Loop?

OPRD RESPONSE: The Contractor is responsible for placing conduit, installing transformer pad, and coordinating with TPUD to perform their work. TPUD will pull primary and set transformer. See Addendum 2, Attachment E-2 for more information.

QUESTION: Are the electrical panels OFCI?

OPRD RESPONSE: No, the electrical panels will be furnished and installed by the Contractor. Electrical kiosks are OFCI.

QUESTION: Concerning the Mill & Inlay on Package #3, Is the existing asphalt more than 3 Inches where there will not be any re grading of rock if the mill grinds all the way through the asphalt? And if it does mill through the whole depth of asphalt will those areas need to be paved back in at 4 Inches as the other areas on rock are being paved?

OPRD RESPONSE: Please see pavement boring information included in Addendum 2, Attachment E-3 Geotechnical Report for information on pavement depths. If shallower asphalt is encountered during milling operations, Contractor shall coordinate with Project Manager to determine the extent of the area affected.
