About this file
This is Addendum 3 Attachment A-2, a pricing form for Invitation to Bid (ITB) 13440 issued by the Oregon Parks and Recreation Department (OPRD) for the Cape Lookout State Park Parkwide Improvements Project. The project comprises three construction packages: Package 1 includes day use parking lot improvements with 55 line items covering mobilization, demolition, asphalt and concrete paving, curbing, sidewalks, stormwater management infrastructure, utilities, electrical work, landscaping, and site amenities; Package 3 addresses Loop D paving with 12 line items for pavement removal and asphalt paving across approximately 72,600 square feet; and Package 4 consists of 13 line items for waterline installation and site electrical work for Loops C and D. Key project deliverables include 132,500 square feet of asphalt excavation, 3,350 cubic yards of general excavation, 1,950 tons of asphalt paving, 15,560 square feet of concrete sidewalk, and 4,700 linear feet of 3-inch waterline. The voluntary pre-bid conference is scheduled for May 18, 2026, at 11:00 AM at Cape Lookout State Park in Tillamook, Oregon. Requests for clarifications must be submitted by May 27, 2026, at 2:00 PM, with electronic bid submissions required through the OregonBuys system by June 3, 2026, at 2:00 PM. Project start is upon Notice to Proceed, with substantial completion required by December 1, 2026, and final completion by December 31, 2026.
Bidders must enter pricing for all line items in the form, with bid prices representing total contract cost including contractor profit and overhead. The OPRD reserves the right to adjust quantities or delete items as needed, with payment based on actual measured quantities rather than estimated quantities listed in the form. Bid security equal to 10% of the total bid amount is required, and the successful bidder must provide performance and payment bonds each equal to 100% of the contract amount within seven days of award notification. All bidders and subcontractors must be registered with the Oregon Construction Contractors Board (CCB) prior to bid submission or work commencement. The OPRD is exempt from Oregon's Public Contracting Code, including prevailing wage requirements. While no formal set-asides are mandated, bidders are encouraged to utilize certified disadvantaged businesses, minority-owned businesses, women-owned businesses, emerging small businesses, and veteran-owned businesses as subcontractors. No incumbent vendors or current contractors are identified. Liquidated damages are assessed at $1,000 per calendar day for each day beyond substantial completion. Project funding is anticipated from state sources, contingent upon the agency's receipt of sufficient project funding, with no specific budget amount or award value range disclosed in the solicitation documents.
