About this file

This is Addendum 4 to Invitation to Bid (ITB) 13440 issued by the Oregon Parks and Recreation Department (OPRD) for the Cape Lookout State Park Parkwide Improvements Project. The addendum modifies the ITB closing date to June 9, 2026, at 2:00 PM (PT) and provides clarifications and responses to bidder questions regarding project specifications and requirements. The project encompasses three construction packages addressing day use parking lot improvements, Loop D paving, and waterline and electrical work for Loops C and D. Key deliverables include 132,500 square feet of asphalt excavation, 3,350 cubic yards of general excavation, 1,950 tons of asphalt paving, 15,560 square feet of concrete sidewalk, 5,700 square feet of stormwater planter area, and 4,700 linear feet of 3-inch waterline. A voluntary pre-bid conference was scheduled for May 18, 2026, and requests for clarifications were due by May 27, 2026. The original electronic bid submission deadline of June 3, 2026, has been extended to June 9, 2026, at 2:00 PM, with project start upon Notice to Proceed and substantial completion required by December 1, 2026, and final completion by December 31, 2026.

The clarifications in this addendum address numerous technical questions from potential bidders regarding subsurface conditions, material furnishing responsibilities, electrical coordination with Tillamook Public Utility District, stormwater infrastructure specifications, concrete pad fabrication methods, and utility connection details. Notable clarifications include confirmation that campsite pedestals will be owner-furnished and contractor-installed, that electrical panels are contractor-furnished and non-GFCI, that existing culverts are included in plans, and that the contractor bears responsibility for coordinating with TPUD for electrical work while TPUD handles primary service and transformer installation. The addendum confirms that schedule 80 PVC is acceptable in exposed areas and that RV pedestal concrete pads may be prefabricated. No formal set-asides are mandated, though bidders are encouraged to utilize certified disadvantaged, minority-owned, women-owned, emerging small, and veteran-owned businesses as subcontractors. The OPRD is exempt from Oregon's Public Contracting Code, including prevailing wage requirements. No incumbent vendors or current contractors are identified. Funding is anticipated from state sources, contingent upon the agency's receipt of sufficient project funding, with no specific budget amount disclosed. Bid security equal to 10% of the total bid amount is required, with performance and payment bonds each equal to 100% of the contract amount required upon award.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

QUESTION: Is cobble expected to be encountered during excavation or boring?

OPRD RESPONSE: The cobble stockpile noted in the corner of the day use parking lot is material imported from offsite for park operations. Please see Addendum 3, Attachment E-3 Geotechnical Report for more information about anticipated subsurface conditions.

QUESTION: Are the campsite pedestals furnished by Contractor or Owner?

OPRD RESPONSE: Campsite pedestals (Parkmates) will be Owner Furnished Contractor installed.

QUESTION: Are the existing culverts included on the plans?

OPRD RESPONSE: Existing culverts are included in the plans. Contractor may coordinate with OPRD to assist in field locating known culverts prior to commencement of directional boring.

QUESTION: Is the Contractor or Tillamook Public Utility District responsible for pulling primary from the pole to the transformer in C Loop?

OPRD RESPONSE: The Contractor is responsible for placing conduit, installing transformer pad, and coordinating with TPUD to perform their work. TPUD will pull primary and set transformer. See Addendum 2, Attachment E-2 for more information.

QUESTION: Are the electrical panels OFCI?

OPRD RESPONSE: No, the electrical panels will be furnished and installed by the Contractor. Electrical kiosks are OFCI.

QUESTION: Concerning the Mill & Inlay on Package #3, Is the existing asphalt more than 3 Inches where there will not be any re grading of rock if the mill grinds all the way through the asphalt? And if it does mill through the whole depth of asphalt will those areas need to be paved back in at 4 Inches as the other areas on rock are being paved?

OPRD RESPONSE: Please see pavement boring information included in Addendum 2, Attachment E-3 Geotechnical Report for information on pavement depths. If shallower asphalt is encountered during milling operations, Contractor shall coordinate with Project Manager to determine the extent of the area affected.

QUESTION: The bid list provided shows (11) cleanouts. I am only finding 6. Am I missing something or are there only 6? I see the cleanouts on the end of the planter runs (5), and (1) cleanout shown on the mainline pipe.

OPRD RESPONSE: Cleanouts: There are cleanouts at beginning of each planter run on the perforated pipe (detail on Sheet C6.4). There are also cleanouts at the beginning of each carrier pipe (detail on Sheet C6.5).

QUESTION: Bid list calls for 3LF of Stormwater Culvert (bid item 1.34) – not seeing it on the plans. Can you confirm what page this is referencing?

OPRD RESPONSE: Culverts: Culverts are located under the walkway for three of the storm treatment swales. Bid table should be corrected to 3 Each instead of 3 LF. See Addendum 3, ATTACHMENT A, FORM A-2 PRICING FORM (Revised Addendum 3).

QUESTION: On the plan view I see profiles for the Overflow Basins (OV-1 through OV-4) and OV-07. Not seeing information on OV5 and OV6. Can you confirm?

OPRD RESPONSE: OV-05 and OV-06 are located on Sheet C4.1

QUESTION: Can you provide a detail for the concrete pad required for attachment of RV pedestals?

OPRD RESPONSE: See Addendum 3, Attachment C - Revised Plans and Drawings for RV pedestal detail.

QUESTION: Can these be pre-cast?

OPRD RESPONSE: Yes, they can be prefabricated. The contractor can select their preferred method to provide concrete pads that conform with the drawings, specifications and manufacturer’s installation requirements.

QUESTION: Is schedule 80 PVC acceptable in exposed areas where connecting to service equipment at kiosks? Similar to other State Park locations along the coast?

OPRD RESPONSE: Yes. See revision to Attachment B Technical Specifications in Addendum 3.

QUESTION: Has electrical plan review been completed by Tillamook county? This can slow the permitting process down if done after contract award.

OPRD RESPONSE: No, Tillamook County has not reviewed the plans. TPUD has reviewed the plans. Trade permits are the responsibility of the Contractor.

QUESTION: Are there details/size requirements for polymer/concrete in-ground j-boxes where shown on the plans?

OPRD RESPONSE: See Addendum 3 Attachment C-Revised Plans and Drawings for more information.

QUESTION: Does Tillamook PUD have a design plan available for this project? Available Inrush Currents for each of the 3 new service locations?

OPRD RESPONSE: See Addendum 2, Attachment E-2 Tillamook PUD Work Order and Service Agreement. The Contractor is responsible for coordinating with TPUD, calling for inspections, procuring and installing any equipment or other work required to be installed by “Customer” in the Electric Service checklist within Attachment E-2, unless otherwise noted in the Plans and Specifications.

QUESTION: Do all of the Yurts have existing sub-panels to connect the 60amp sub-feed circuits to?

OPRD RESPONSE: Yurt sub panels are existing to remain.

QUESTION: I see 4/0 feeder conductors called out for on the plans to connect from the 60 amp breakers out to the Yurt panels. This size conductor would likely be too large to connect to the lugs on both ends. Is the expectation to splice these conductors to smaller conductors to connect to the circuit breakers and lugs at yurt panel?

OPRD RESPONSE: Provide splicing as needed for the Yurt connections.

QUESTION: Due to the complexity of the project and getting supplier and subcontractor quotes, please consider extending the bid by one week so we can provide a more accurate quote.

OPRD RESPONSE: See Addendum 3 for updated bid close date.

QUESTION: Is there landscape irrigation required for this project?

OPRD RESPONSE: No, watering requirements during construction are outlined in ATTACHMENT B Technical Specifications, Section 02910 -GENERAL LANDSCPAPE AND MAINTENANCE.
