About this file
This technical specifications attachment supports Oregon's Cape Lookout State Park Parkwide Improvements Project (ITB 13440) and outlines the detailed requirements for construction and infrastructure enhancements throughout the park. The specifications establish comprehensive standards for materials, installation methods, workmanship quality, and performance criteria across multiple improvement categories including site grading, drainage systems, paving, structures, and utilities. The document provides detailed technical requirements for concrete work, asphalt paving, erosion control measures, landscape restoration, and various infrastructure components, with specifications referencing industry standards and best practices to ensure durability and functionality in the coastal park environment. Bidders are required to comply with all specified materials, testing procedures, and construction methodologies, with particular attention to environmental protection measures and adaptation to the park's natural setting.
The technical specifications establish quality benchmarks and performance standards that all bidders must meet without exception, ensuring that all submitted proposals result in comparable construction quality regardless of the selected contractor. The specifications reference compliance with applicable codes, standards from the American Society for Testing and Materials (ASTM), and other recognized industry guidelines to maintain consistency with state and federal requirements. Payment terms, pricing structures, and specific funding mechanisms are not detailed within these technical specifications, as they are typically addressed in separate bid documents and contract terms. The specifications emphasize that any deviations from the stated requirements require written approval from the project engineer or contracting officer, and all work must be completed in accordance with the specifications to be considered responsive to the invitation to bid.
