About this file
This is Addendum 5 to an Invitation to Bid issued by the Oregon Parks and Recreation Department (OPRD) for ITB 13440 concerning the Cape Lookout State Park Parkwide Improvements Project. The addendum modifies the original ITB documents by deleting and replacing the Pricing Form (Attachment A, Form A-2), revising electrical specifications regarding panelboards and breakers in Section 16050 of the Technical Specifications (Attachment B), and replacing six drawing sheets in the Plans and Drawings (Attachment C) for Package 1 Day Use Parking Lot Improvements and Package 4 Loop C & D Utilities. The addendum includes clarifications addressing bidder questions regarding RV pedestal details, water line materials and specifications, storm drainage quantities and manhole counts, updated pipe footage in revised drawings, 100% rated breaker specifications for electrical panels, and 2.5-inch HDPE secondary conduit material requirements. Notably, the addendum confirms that bid schedule quantities serve only as guides and are not guaranteed, with OPRD reserving the right to adjust quantities or delete items as needed, and that payment will be made based on actual measured quantities. The ITB closing date and time remain unchanged. The addendum clarifies that regarding the 2.5-inch HDPE secondary conduit, contractors may use 2-inch conduit provided they perform conduit fill calculations to confirm adequacy, and that 100% rated panelboards with 80% rated downstream overcurrent protective devices are required, with series-rated equipment deemed unacceptable.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
QUESTION: The Q and A referenced a detail for the RV pedestals that would be coming out in the addendum. Did that get overlooked? See attached snip.
OPRD RESPONSE: See Addendum 5, Item 3, Attachment C.
QUESTION: On the plan set it states on Private Water Lines 2” and Smaller shall be Schedule 80 PVC. Would this pertain to the ¾ water services leading up to the yard hydrants?
OPRD RESPONSE: See Addendum 5, Item 3, Attachment C.
Water supply materials shall comply with Attachment B, Technical Specifications.
QUESTION: While reviewing the plans and bid schedule, we noticed a discrepancy regarding the storm drainage quantities and would appreciate some clarification.
The plans appear to show approximately 173 LF of 12-inch storm pipe; however, this item does not appear to be included in the bid schedule. Additionally, the bid schedule includes one storm manhole, while the plans indicate a total of three storm manholes.
Could you please confirm the intended quantities and advise how these items should be accounted for in our bid?
OPRD RESPONSE: See Addendum 5, Item 1. As noted in Attachment A Pricing Form: “The quantities listed in Pricing Submittal Form are intended to serve only as a guide to Bidders and are not to be construed as a guarantee. All quantities are estimated and are for Bid purposes only. All quantities are "in place" or "installed". OPRD reserves the right to adjust quantities or delete items as needed. Payment will be made based on actual, measured quantities.”
QUESTION: With the new Addendum that came out and updated drawings on package 4, I am finding more FT of 1-1/2 IN” pipe and I don’t see the QTY updated on the new bid list. Is another Addendum going to come out to correct the footage?
OPRD RESPONSE: See response to prior question above.
QUESTION: I am receiving questions from our gear suppliers regarding the spec for 100% rated breakers for all the circuit breakers in the panels. Apparently, this is not something the gear manufactures can do. Can you get clarification on what is actually required?
OPRD RESPONSE: See Addendum 5, Item 2.
QUESTION: I’m reaching out regarding the required 2.5" HDPE for the secondary conduit work on Cape Lookout ITB#13440. I’ve contacted all of my local suppliers, and they’ve indicated there are both minimum order requirements and an estimated 7–10 week lead time for this material.
OPRD RESPONSE: There are no issues with using 2" conduit, provided the contractor performs conduit fill calculations to confirm that the 2" size is adequate.
Thank you
