About this opportunity

The City of North Miami Beach is soliciting sealed bids for the Highland Village Stormwater Improvements Project (Phase 1), a construction contract due November 10, 2026 at 5:00 p.m. via the City's eProcurement Portal. This is a federally-assisted project subject to both Davis-Bacon prevailing wage requirements and Section 3 compliance obligations (low-income worker hiring and targeted business participation), which filter eligibility and impose labor-cost and reporting burdens on bidders.

The scope encompasses installation of inline backflow prevention devices upstream of existing storm outfalls adjacent to NE 25th Avenue, including excavation, demolition of existing infrastructure, installation of HDPE storm sewer pipes and sleeves of varying sizes, removal and relocation of a 2-inch water service line, relocation of an existing 8-inch watermain, and replacement of damaged sod, sidewalk, and pavement. The contractor must furnish all materials, labor, and equipment for complete and functional installation, manage dewatering and traffic control at its own cost, perform field utility verification before ordering materials, coordinate with utility owners (FPL, AT&T, Comcast, Crown Castle, TECO Peoples Gas, and others), and obtain NPDES and other required permits.

Bidders must hold a valid Florida General Contractor's license and demonstrate completion of at least three similar projects in Florida within the preceding two years, with a minimum of two projects in Miami-Dade or Broward County. All construction personnel must hold OSHA 10-hour Construction Safety certification. Bid security of 5 percent of the bid amount is required; performance and payment bonds each at 100 percent of contract price are due within ten days of award.

The pre-bid conference and mandatory site visit occur October 14, 2026 at 11:00 a.m. at Highland Village Community Center. Questions are due October 28, 2026 at 5:00 p.m. Award will be made to the lowest responsive, responsible bidder. Contracts include living wage requirements if total value exceeds $50,000, and work hours are restricted to 7:00 a.m. to 6:00 p.m., Monday through Friday, unless the Project Manager approves overtime 72 hours in advance. Liquidated damages are $2,500 per calendar day for contractor-caused delays.
