About this opportunity
Hays County Purchasing Office is requesting bids for design, construction, and installation of a new traffic signal system at the intersection of Firecracker and Main Street in San Marcos, Texas under IFB 2026-B14, with bids due August 24, 2026.
Addendum 2, released August 19, 2026, requires vendors to submit three mandatory forms with their bid packages: a Vendor Reference Form with three current customer references of similar size and scope; a Conflict of Interest Disclosure and Questionnaire (Form CIQ) under Texas Local Government Code Chapter 176, to be filed with Hays County's records administrator no later than the seventh business day after a vendor becomes aware of facts requiring disclosure; and a Related Party Disclosure Form disclosing relationships with current or former Hays County employees within the second degree of consanguinity or affinity. Failure to include all three forms renders the proposal non-responsive and ineligible for award. Vendors must certify that all information is true and complete.
Addendum 1, also posted August 19, modifies pricing terms, specifications, or other contractual requirements from the original IFB; bidders must acknowledge receipt and incorporate all addendum modifications into proposals.
The scope encompasses site preparation, signal equipment installation, electrical connections, and related infrastructure improvements per the attached construction plans and project manual. The Project Manual specifies a lump-sum pricing basis incorporating all labor, materials, equipment, and overhead. Bidders must demonstrate financial capability and relevant experience in traffic signal installation and municipal infrastructure projects.
Questions should be directed to Stephanie Hunt, CPPB, Purchasing Agent, at purchasing.bids@hayscountytx.gov or 512-393-2267. The construction plans and project manual are available as government file attachments (19MB and 5MB respectively).
