Substantial completion is required by October 16, 2026, with final completion by October 23, 2026. Liquidated damages are assessed at $600 per calendar day for missed substantial completion and $500 per 15 minutes per lane for lane closures exceeding limits. Bid security equal to 10% of the total bid amount is required. Bids must be submitted through OregonBuys and remain firm for 120 calendar days from opening. Award is made to the responsible bidder submitting the lowest responsive bid.
