About this opportunity
Springville City is requesting proposals for HVAC and mechanical maintenance services covering four municipal facilities—the Civic Center, Library, Art Museum, and Clyde Recreation Center—with proposals due October 6, 2026, and a mandatory pre-proposal meeting on September 16, 2026, at 1:00 PM at the Civic Center.
The scope encompasses scheduled preventive maintenance, inspection, troubleshooting, and repair services for chillers, boilers, evaporative cooling units, rooftop units, split systems, ductless systems, pumps, air handling equipment, exhaust equipment, HVAC controls, and building automation systems. The contractor must provide or subcontract water treatment services, HVAC systems control services, and mechanical engineering services at established rates. Vendors must submit annual maintenance pricing for each of the four facilities plus hourly rates for regular service, emergency service with a four-hour response requirement, refrigerant charging and recovery, controls technician services, and training.
Proof of insurance and a mechanical contractor license are pass/fail requirements. Evaluation uses a 100-point scale: annual maintenance price (30 points), qualifications of account manager and service technician (15 points), Alerton building automation experience (15 points), hydronics experience (15 points), chiller experience (15 points), and additional contractor pricing incentives (10 points). The RFP does not specify a total contract value or funding source. The contract term is three years with an option to renew for two additional years. The City may terminate within 30 days with cause or 60 days without cause. A single contractor will be awarded. Written questions are due September 23, 2026, with responses provided by September 28, 2026. Award is anticipated October 16, 2026.
