The original RFP, posted September 15, 2021 with proposals due October 12, 2021, sought a qualified individual or firm to provide professional learning and coaching support for the Georgia Teacher/Provider Retention Program serving Region 16 school districts. The contract period was October 15, 2021 through June 30, 2022, with the contractor working 20–30 days during that timeframe based on district needs.

Applicants were required to hold special education certification and a minimum of 10 years of experience in a leadership role within special education, with demonstrated expertise in implementing high-leverage practices, developing and delivering professional learning to adults, working with virtual platforms, and coaching special education teachers. Pricing submissions required a total daily rate for training (encompassing all preparation and delivery costs), an hourly rate for coaching and technical assistance, and reimbursement rates for travel expenses. Evaluation weighted relevant qualifications at 40 points, program experience at 40 points, and cost at 20 points. Questions were due September 28, 2021, and the public bid opening was scheduled for October 14, 2021.
