About this opportunity
San Mateo County is issuing a Request for Proposal to procure General Security Services through a Master Agreement with a single contractor who will serve as the primary security provider across multiple County facilities. The scope of services encompasses security personnel staffing, an Account Manager, geolocation tracking software for patrol route documentation, employee training, account documentation, and additional services as needed. The County requires security services to be deployed across diverse facility types including hospitals and clinics, offices with public access, court buildings, mental health facilities, a marina, and an airport, with the flexibility to accommodate varying security levels and specialized training requirements by department. Minimum qualifications for responding contractors include five years of experience providing general security staffing to large organizations in the San Francisco Bay Area within the preceding six years, a current Private Patrol Operator License, capability to staff a minimum of 15 locations, and a Project Manager with four years of experience situated in the Bay Area. Security personnel must meet California licensing requirements, maintain background checks, complete BSIS certification, first aid/CPR training, and cultural competency training, with additional medical center-specific training required where applicable. Key deadlines include a pre-proposal meeting on March 11, 2026 from 10:00 AM to 1:00 PM at San Mateo Medical Center, a question and contract exception deadline of March 18, 2026 at 5:00 PM, and a proposal submission deadline of March 24, 2026 at 5:00 PM, with an anticipated contract award date of September 16, 2026. The contract evaluation process employs both qualitative and quantitative pricing assessments as part of an overall best-value selection methodology. The Master Agreement will have an initial three-year term with one option to extend for two additional years exercisable at the County's sole discretion.
San Mateo County has adopted a Procurement Preference for Local Businesses Ordinance that provides five percent preferential points for local businesses or non-profits, with additional preferences of up to ten percent available for small or micro businesses. The RFP includes a mandatory requirement that contractors certify that employees are covered by a qualifying collective bargaining agreement or provide a letter of intent to establish union representation processes. All security personnel must complete a mandatory Employee Health Clearance Checklist prior to deployment across County facilities. The standard contract template for agreements exceeding $200,000 requires contractors to obtain all necessary licenses and permits at their own expense, maintain comprehensive insurance coverage including $1,000,000 in general liability, motor vehicle liability, and professional liability coverage, and comply with prevailing wage requirements for applicable public works projects. The County also mandates compliance with HIPAA, Section 504 of the Rehabilitation Act, the Living Wage Ordinance, and equal employment opportunity provisions. While no specific incumbent contractor or budget range is identified in the procurement documents, the contract structure and insurance requirements suggest this engagement will likely exceed $200,000 annually. The fee proposal template requires detailed cost breakdowns for Standard Costs across County locations and separate SMMC Costs for San Mateo Medical Center, with detailed labor calculations, burden percentages, and itemized monthly fees for equipment, uniforms, training, and other service-related expenses.
