About this opportunity

The Greater Orlando Aviation Authority is requesting proposals for design, configuration, implementation, operation, and maintenance of a Flight Information Display System (FIDS) platform at Orlando International Airport under ITN 26-302, with responses due August 27, 2026, and a non-mandatory pre-submittal meeting on July 23, 2026. The solicitation is structured as an Invitation to Negotiate exploring technology options, pricing models, and lessons learned from comparable facilities rather than selecting from fixed specifications. The awarded contractor must be licensed to do business in Florida and operate under Florida law; no small business set-aside or participation goal applies due to the specialized and technical nature of the services required.

The scope encompasses all software, licenses, materials, labor, and professional services to design, configure, implement, develop content, operate, maintain, and support the FIDS platform serving the ninth-busiest airport in the United States (56.4 million passengers annually, 39 commercial airlines, 7 cargo carriers). The system must integrate with existing components—currently 347 digital display controllers, 758 LCD monitors, 126 LED panels, and related infrastructure across landside and airside terminals—and support future equipment replacements and upgrades without operational interruption. The FIDS must provide flight information, baggage information, gate assignments, counter information, ramp information, visual paging, emergency messaging, public information, and wayfinding across 1,000+ display devices (expandable to 2,500). System capacity must support minimum 40,000 flights monthly (expandable to 60,000) and 400 airlines. The contractor must provide a full-time, locally-based Site Manager with minimum five years of management experience in IT/signage systems or the airport industry, plus a minimum of five full-time on-site technicians with manufacturer certification and two years post-certification experience. The contractor must maintain 99 percent system uptime and provide 24/7 on-call support with 30-minute phone response.

The contract term is seven years commencing June 1, 2026. Unit prices must be valid for seven years from contract execution; the contractor absorbs all anticipated cost increases and cannot request renegotiation based on miscalculation or underestimation. Freight terms are FOB Destination, Freight Prepaid; payment terms are Net 45 days. The Aviation Authority will provide certain supplies, parts, compatible equipment, and operating systems; the contractor furnishes all installation labor and ongoing operations and maintenance. All content, work products, and documentation become the exclusive property of the Aviation Authority. Questions are due July 30, 2026. Interviews and demonstrations are scheduled for October 7, 2026, with Aviation Authority Board contract approval targeted for December 16, 2026. Award will be based on best value rather than lowest cost.
