About this file

Attachment D is a supplementary document for the Greater Orlando Aviation Authority's Flight Information Display System (FIDS) solicitation (ITN 26-302), specifying the web-based content and information architecture requirements for the system. This document outlines the display framework for three primary information categories: Today's Pre-Cleared Flights, Today's Post-Cleared Flights, and Tomorrow's Post-Cleared Flights, organized by customs area. The FIDS must integrate these flight information categories into the web-based display infrastructure that will serve Orlando International Airport's landside and airside terminals across 1,000+ display devices expandable to 2,500. The solicitation requires proposals by August 27, 2026, with a non-mandatory pre-submittal meeting on July 23, 2026, technical questions due July 30, 2026, and interviews and demonstrations scheduled for October 7, 2026. The contract award is targeted for December 16, 2026, with a seven-year term commencing June 1, 2026, supporting minimum 40,000 flights monthly expandable to 60,000 and 400 airlines.

The contractor must provide comprehensive design, configuration, implementation, operation, and maintenance services with no small business set-aside applicable due to the specialized technical nature of the services. Unit prices must remain fixed for the entire seven-year contract term with no renegotiation permitted for cost miscalculations or underestimation. The contractor must maintain 99 percent system uptime with 24/7 on-call support and 30-minute phone response capabilities, supported by a full-time locally-based Site Manager with minimum five years of management experience and at least five full-time on-site technicians holding manufacturer certification with two years post-certification experience. Freight terms are FOB Destination, Freight Prepaid, with payment terms of Net 45 days. The Greater Orlando Aviation Authority will provide certain supplies, parts, compatible equipment, and operating systems; all content, work products, and documentation become exclusive property of the Aviation Authority. Award determination will be based on best value rather than lowest cost.
