About this opportunity

The City of Austin is requesting proposals for executive recruitment and specialized recruitment services to support the Austin Human Resources talent acquisition team, with proposals due September 24, 2026 at 2:00 p.m. Local Business and Small Business preference options are each available as up to 10 additional evaluation points if the offeror qualifies and completes the required forms.

The scope spans three primary service categories: department head or higher-level executive positions (City Manager, Police Chief, Fire Chief); deputy assistant department head or officer positions (Assistant Director, Equity Officer); and hard-to-fill specialty positions (engineer, medical doctor, attorney, IT professional). The City has identified nine industry focus areas: Aviation, Transportation, and Mobility; Engineering, Infrastructure, and Environmental Systems; Legal, Regulatory, and Compliance; Health, Safety, and Medical Services; Science, Technology, and Digital Innovation; Community and Economic Development; Support Services; City Management; and Utility Operations. Offerors must specify which industries they have successfully recruited for. The contract operates on an indefinite quantity basis with services procured as needed; the City reserves the right to make single or multiple awards based on overall low cost, individual line items, categories, or any combination of criteria deemed most advantageous. All pricing must be all-inclusive; contractors cannot separately charge for administrative costs, overhead, per diem, shipping, or transportation. The City may override the contractor's assessment of position complexity or market conditions.

Evaluation is weighted as follows: Offeror Experience, 45 points; Project Methodology and Approach, 25 points; Price, 10 points; and Local and Small Business preferences, up to 10 points each. Evaluation will consider placement outcomes, retention rates, candidate quality, and experience with public sector or municipal recruitment within the past five years. The contract commences upon execution and continues until all obligations are performed, with the City retaining the option to extend beyond the initial term. Questions are due September 2, 2026 at 5:00 p.m. via email. All offers must remain valid for 180 calendar days following the RFP closing date.
