About this opportunity

The School Board of Polk County, Florida, is seeking qualified firms to provide Continuing Contract services for Environmental, Commissioning, and 3rd Party Inspection services across county school facilities. The procurement targets firms capable of performing specialized services including environmental testing (asbestos, indoor air quality, lead, radon, endangered species assessments), building system commissioning, and third-party inspections such as structural, bolt torque, welding, and rebar inspections. Interested firms must attend a mandatory Pre-Submittal Conference, with sessions held on February 25, 2025, and submit initial screening criteria including qualifications resumes, past experience documentation, and proof of Professional Liability Insurance. The evaluation criteria will assess Related Experience (40%), Proposed Project Staff and Functions (40%), Approach to the Project (10%), and Minority/Women Business Participation (10%), with additional points for Local Recognition and School Board Volume of Work. Initial screening criteria packages are due by 2:00 p.m. on March 11, 2025, with short-listing scheduled for March 25, 2025, and Board approval of rankings on April 22, 2025.

The procurement includes opportunities for Minority/Women Owned Business Enterprises (M/WBE), with firms required to complete an M/WBE History Questionnaire and document any certified M/WBE sub-consultants. Vendors must also submit two specific affidavits: one certifying no use of coerced labor and another confirming they are not owned by or controlled by entities from designated foreign countries of concern. The contract is structured to select a minimum of three consultants through a competitive process, with individual contract values capped at $500,000 per project under Florida Statute 287.055(2)(g). The estimated budget for countywide projects is up to $7,500,000.00 for a two-year continuing contract with a possible one-year extension option. Firms must be properly registered, licensed, and certified by the State of Florida, and all visitors to school facilities will be required to obtain visitor passes and provide photo identification. The School Board reserves the right to waive informalities, reject any or all proposals, and disqualify firms that fail to comply with submission requirements.
