About this file
This is a Mandatory Pre-Submittal Conference Questions and Answers document for the School Board of Polk County, Florida's Continuing Contract for Environmental, Commissioning, or 3rd Party Inspection Services. The document clarifies submission requirements and eligibility criteria for qualified firms seeking to provide environmental, commissioning, or third-party inspection services for the school board's projects. Attendance at the mandatory pre-submittal conference is required for all firms to be considered; firms must sign in by 9:00 a.m. on the specified date to receive credit. Submissions may cover multiple service areas (environmental, commissioning, or third-party inspection), and firms selected will be offered individual contracts for each service area for which they qualify. The contract scope is structured as three separate continuing contracts, with inspections currently limited to new construction projects, though the board anticipates potential expansion to existing building inspections in the future. Page count limits apply to all submissions, including tabs and subcontractor information, and firms must provide only Polk County School Board-specific work experience.
Key submission details include that SF330 forms are not required for the application process. Firms submitting for multiple service types will receive separate contracts if selected rather than one combined contract. Subcontractors cannot submit separate packets and must be represented by the prime contractor who attended the mandatory conference; any subcontractor involvement must be included within the prime contractor's page count. Sign-in sheets will be posted to the VendorLink vendor portal following the conference. Applicants must include proof of Professional Liability Insurance and resumes demonstrating qualifications and past experience as part of the initial screening criteria. Firms whose signatures do not appear on the mandatory pre-submittal conference sign-in sheet will not receive consideration regardless of submission completeness.
