About this opportunity

Monroe County, Florida is requesting competitive proposals for Construction Engineering and Inspection (CEI) services for the Key Deer Boulevard (North of Watson Boulevard) Roadway Rehabilitation Project, with sealed responses due November 24, 2026 at 3:00 p.m. via the Bonfire electronic platform. Respondents must hold Florida Department of Transportation (FDOT) pre-qualification in Work Group 10.1 Roadway Construction Engineering Inspection and Work Group 10.3 Construction Materials Inspection — a mandatory eligibility gate.

The scope covers repair and rehabilitation of Key Deer Boulevard's northern section from Watson Boulevard to terminus, including road and pedestrian path work, elevation of low-lying sections to address sea level rise, base-work, asphalt and striping, maintenance of traffic, and signage. The estimated construction duration is 10 months plus 90 days for FDOT closeout, with 30 working days for preliminary services prior to notice to proceed and 30 calendar days for demobilization after final acceptance.

Compensation is hourly and test rates based on the consultant's proposal, not to exceed a total amount negotiated with the county. Cost proposals must comply with FDOT pre-qualification requirements, including audited cost rates, field overhead percentages, facilities capital cost of money, and acceptable operating margins, with verification through the FDOT validation tool. The project is partially funded through an FDOT Small County Outreach Program (SCOP) Agreement, and all FDOT regulations apply.

The county anticipates bid award in December 2026 with project start in January 2027. Evaluation uses a 100-point scale: Executive Summary (5 points), Relevant Experience and References (35 points), Project Approach and Management (30 points), and Staffing and Key Personnel Qualifications (30 points). The county reserves the right to reject any or all responses and negotiate final terms before board approval.

Insurance requirements include Workers' Compensation, Employers' Liability ($1,000,000/$1,000,000/$1,000,000), General Liability ($300,000 per person/$500,000 per occurrence), Vehicle Liability ($500,000 per person/$1,000,000 per occurrence), and Engineers Errors & Omissions ($1,000,000 per occurrence/$2,000,000 aggregate), with Monroe County and FDOT as additional insureds. Certificates of insurance are due within 15 days of award. All submissions must use the Bonfire platform; email, mail, and in-person submissions are not accepted. Bid opening will be conducted virtually via Zoom.
