About this opportunity

The project encompasses approximately 0.83 miles of roadway improvements including a roundabout at Emmett Street and Stewart Avenue/Ruby Avenue, tabled intersections, a road diet reducing Broadway from four lanes to two lanes, bike lane additions, widened sidewalks, signalization and rapid flashing beacon work, and lighting improvements. The estimated construction cost is $13.5 million with a construction schedule of 520 calendar days to Substantial Completion plus 30 days for Final Completion, anticipated to begin August 30, 2027 and reach substantial completion by May 30, 2029. The CEI contract term is 703 calendar days following Notice to Proceed to the construction contractor.

Qualifications must be submitted in eight copies (one original and seven duplicates) plus two electronic copies to the City Finance Department, 4th Floor, 101 Church Street, Kissimmee, Florida. A non-mandatory pre-proposal conference is scheduled for June 17, 2026 at 11:00 a.m.; questions are due by 4:00 p.m. on June 23, 2026. Contract award is anticipated by January 4, 2027, subject to City Commission approval. Compensation will be negotiated following selection based on staff hourly rates and direct costs, paid monthly within 30 days of invoice approval.

The selected consultant must meet specific personnel requirements: at least one PE registered in Florida with two years responsible charge experience on roadway construction inspection (Type 10.1), one PE with three years bridge or roadway construction inspection experience (Type 10.3), and one PE with five years CEI experience plus two engineers/project administrators with three years each for Type 10.4 work. A Responsible Charge Specialist and resident compliance specialist are required. The project is federally funded and subject to Davis-Bacon Act prevailing wage requirements, E-Verify employment verification, and DBE compliance with an FDOT goal of 10.54 percent (subject to pending FDOT guidance revision). Insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Business Auto Liability ($1 million), and Professional Liability ($2 million).

Selection will be based on weighted scoring: Work Task Qualification and Project Understanding (35 points initially, 45 points during interviews), Experience and Financial Capability (45 points initially, 35 points during interviews), and Personnel Background Information (20 points for both phases). The project is funded through FDOT Local Agency Program, the City of Kissimmee, and Toho Water Authority.
