About this file
This is a Florida Department of Transportation (FDOT) Utility Work Schedule document establishing the timeline and conditions for Comcast Communications, LLC to relocate and adjust its utility facilities in conjunction with the Connect Kissimmee Complete Streets Phase 1 project. The project involves work along Broadway Avenue from Orlando to Neptune in Osceola County, based on FDOT plans dated April 25, 2026. Comcast is required to complete utility work activities during the FDOT project construction phase, with a total of 10 consecutive calendar days allocated for the relocation of existing underground Comcast facilities (from Station 33+80 to Station 31+55) and the installation of proposed underground facilities behind the proposed sidewalk. The UAO (Utility Agency/Owner) Project Representative is Jason Palmer (Construction Specialist, 305-309-1601), and the Field Representative is Sean Williams (813-992-5152). The Engineer of Record is Michael S. Phillips, PE, and FDOT district approval is managed by Victor M. Mercado Vazques, PE (City of Kissimmee Project Manager).
Comcast must comply with the 2017 Utility Accommodation Manual and Rule Chapter 14-46.001 F.A.C. All work must be performed during Comcast's normal daytime hours of 8:00 AM to 4:00 PM Monday through Friday, with any outside-hours work requiring 14 days' advance notice. Comcast representatives must provide 72 hours' advance notice prior to construction and must be present when work occurs within two feet of buried fiber lines. Sunshine State One Call, Inc. must be contacted at least 48 hours prior to construction (1-800-432-4770). Comcast representatives will present means and methods at a preconstruction meeting. The utility work schedule is contingent upon the proposed sidewalk being staked and is dependent on no deviations from the referenced FDOT plans; any plan changes may require renegotiation of the schedule.

This utility work schedule is based on FDOT plans dated in the project information box below. Any deviation by FDOT or its contractor from these plans, may void this utility work schedule. Upon notification by FDOT of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO agrees to notify FDOT and the contractor in writing prior to starting, stopping, resuming, and completing work in accordance with this utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule.
