About this file

This is a Utility Work Schedule document executed between the City of Kissimmee and the Kissimmee Utility Authority (KUA) pursuant to Section 337.403 of the Florida Statutes, establishing the framework for utility relocation and adjustment activities required for the Connect Kissimmee Complete Streets Phase 1 project. The project involves work along Emmett Street, Broadway, and Main Street in Osceola County, Florida, with KUA serving as the Utility Agency/Owner responsible for coordinating underground electric and fiber optic infrastructure modifications. The utility work schedule specifies four primary work activities: assistance with lowering 6-foot and 4-inch HDPE conduits at multiple stations and locating and protecting a 4-inch HDPE fiber optic conduit. The schedule allocates eighteen days during city project construction, with individual activities requiring between 0.5 and 15 consecutive calendar days. The project is based on City LAP plans dated December 8, 2023, with Financial Project ID 437472-2-58-01 (Phase I) and FAP Number D521 065 B. Key project representatives include Luis Garcia and Logan Murphy for KUA, Michael S. Phillips, P.E., as the AECOM Deputy Consultant Project Manager serving as Engineer of Record, and Ramy Kamal as Project Manager for the City of Kissimmee.

Special conditions outlined by KUA include provisions requiring contractors to execute Line Extension Contracts and pay Contribution in Aid Construction fees prior to installation of new transformers, with material procurement potentially requiring up to fifty-two weeks and mobilization up to twenty-one days. Utility conduit inspections are required for new installations with scheduling through KUA's website portal. Contractors must provide KUA with twenty-one days' notice prior to the start of work to allow for valid utility locates, and any unplanned relocations not specified in the schedule will require an additional sixty days for KUA evaluation, design, and execution. The City of Kissimmee assumes full responsibility for installing new four-inch conduits per KUA specifications, passing inspection, and bearing one hundred percent of costs associated with relocation of the buried fiber optic cable on Darlington Avenue. At the roundabout location, significant changes to major feeder and fiber connections may require extension work with up to twelve weeks for completion and potential seasonal outage dependencies during non-summer months.
