About this file
This is a shortlist results notice issued by the City of Kissimmee, Florida, Purchasing Office for RFQ2026013 regarding Construction Engineering and Inspection (CEI) services for the Connect Kissimmee Complete Streets Phase 1 project. The project involves approximately 0.83 miles of roadway improvements along Emmett Street and Broadway from Orlando Avenue to Neptune Road, including a roundabout, tabled intersections, a road diet reducing Broadway from four to two lanes, bike lanes, widened sidewalks, signalization, rapid flashing beacon work, and lighting improvements. The estimated construction cost is $13.5 million with a construction schedule of 520 calendar days to Substantial Completion plus 30 days for Final Completion, anticipated to begin August 30, 2027 and reach substantial completion by May 30, 2029. Qualifications were due July 9, 2026 at 2:00 p.m., with the shortlist evaluation committee meeting held on July 20, 2026. Contract award is anticipated by January 4, 2027, subject to City Commission approval. The CEI contract term is 703 calendar days following Notice to Proceed to the construction contractor. Eight companies were shortlisted for potential selection: GFT Infrastructure Inc., CDM Smith Inc., DRMP, Metric Engineering, CPC, SAI Consulting, Infrastructure Consulting & Engineering, and WSB, LLC.
The procurement requires an FDOT pre-qualified consulting firm under work type 10.0 and utilizes a qualification-based selection process rather than price-based procurement. Compensation will be negotiated following selection based on staff hourly rates and direct costs, paid monthly within 30 days of invoice approval. The selected consultant must meet specific personnel requirements including at least one Florida-registered PE with two years responsible charge experience on roadway construction inspection, one PE with three years bridge or roadway construction inspection experience, one PE with five years CEI experience, and two engineers/project administrators with three years each. The project is federally funded through the FDOT Local Agency Program, the City of Kissimmee, and Toho Water Authority, subject to Davis-Bacon Act prevailing wage requirements and E-Verify employment verification. DBE compliance is required with an FDOT goal of 10.54 percent, and insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Business Auto Liability ($1 million), and Professional Liability ($2 million).
