About this file

This is a Florida Department of Transportation (FDOT) Utility Work Schedule (UWS) document for the Connect Kissimmee Complete Streets Phase 1 project, dated December 14, 2016, involving FDOT and Spectrum as the Utility Agency/Owner (UAO). The project encompasses Broadway Avenue from Orlando to Neptune in Osceola County, Florida, with FDOT plans dated April 25, 2026. The UWS establishes the timeline and requirements for Spectrum to relocate or adjust its utilities in accordance with the roadway improvements, including underground and aerial cable facilities, fiber optic conduits, and associated infrastructure. Spectrum's designated project representatives include Ronald Tynes and David Borras, with contact information provided for coordination purposes. The document outlines that Spectrum must obtain a utility permit and comply with the 2017 Utility Accommodation Manual (UAM) for all work performed under this schedule. The schedule requires Spectrum to provide written notification to FDOT and the contractor prior to starting, stopping, resuming, and completing work activities.

Section B of the UWS specifies special conditions and constraints governing Spectrum's work, including minimum burial depths of 36 inches for underground trenches unless otherwise noted or installed via directional bore, standard conduit specifications for fiber optic and coaxial cable installations, and protocols for coordination with Duke Energy regarding aerial facility relocations. Spectrum requires 48 hours' notice for scheduling unforeseen adjustments and is a member of Sunshine One Call, with UtiliQuest contracted for facility locating services. The document notes utility conflicts with cables identified as unknown owner (2012), Charter/Spectrum disposed (7000), and non-Spectrum owned (8005). Work activities are estimated in consecutive work days with dependencies on other project activities; however, the specific activity details and day allocations in Section C are incomplete in the provided document. The FDOT District Utilities approval was granted by Victor M. Mercado Vazques, PE, City of Kissimmee Project Manager, and the Engineer of Record, Michael S. Phillips, PE, attested to the schedule's compatibility with FDOT plans.

Pursuant to Section 337.403 F.S., the UAO and FDOT agree to the UAO’s need for relocation or adjustment to its utilities and FDOT’s need for a schedule for the UAO to effect the relocation or adjustment. This utility work schedule is based on FDOT plans dated in the project information box below. Any deviation by FDOT or its contractor from these plans, may void this utility work schedule. Upon notification by FDOT of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule. The UAO is not responsible for events beyond the control of the UAO that could not be reasonably anticipated by the UAO and which could not be avoided by the UAO with exercise of due diligence at the time of the occurrence.
