About this file

This document is a Florida Department of Transportation (FDOT) Utility Work Schedule signed on June 1, 2026, for Summit Broadband's utility relocation and adjustment needs associated with the Connect Kissimmee Complete Streets Phase 1 project along Broadway Avenue in Osceola County. The project involves the installation of three 1.25-inch conduits and fiber optic cable (FOC), relocation of handholes, and cutover of fiber connections along Broadway Avenue from station 30+00 to station 36+10. Summit Broadband, represented by Construction Coordinator Richard LaLonde, is required to complete permit submittal within 30 days of schedule approval and begin proposed construction after obtaining the Kissimmee permit and completing locates. The utility work schedule allocates 103 calendar days prior to FDOT project construction and zero days during FDOT construction, with the project engineer of record being Michael S. Phillips, PE, and FDOT approval granted by Victor M. Mercado Vazques, PE, as the City of Kissimmee Project Manager.

The work schedule outlines ten specific activities with dependencies, including permit submittal (45 days), conduit and FOC installation (10 days), installation of a new 24-inch by 36-inch by 24-inch handholes (0.5 days), fiber splicing and cutover (45 days), removal and relocation of existing facilities (2.5 days total), and protect-in-place activities. Summit Broadband must notify FDOT and the contractor in writing before starting, stopping, resuming, and completing work and must report any damages to its facilities within four hours. The utility company requires a minimum of 40 days after the fiber cutover activity to coordinate the transition to the new FOC. All work must comply with the 2017 Utility Accommodation Manual and applicable FDOT requirements, with UAO responsibilities limited to events reasonably within its control.

Rule 14-46.001 F.A.C

FLORIDA DEPARTMENT OF TRANSPORTATION

UTILITY WORK SCHEDULE

December 14, 2016

Pursuant to Section 337.403 F.S., the UAO and FDOT agree to the UAO’s need for relocation or adjustment to its utilities and FDOT’s need for a schedule for the UAO to effect the relocation or adjustment. This utility work schedule is based on FDOT plans dated in the project information box below. Any deviation by FDOT or its contractor from these plans, may void this utility work schedule. Upon notification by FDOT of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO agrees to notify FDOT and the contractor in writing prior to starting, stopping, resuming, and completing work in accordance with this utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule. The UAO is not responsible for events beyond the control of the UAO that could not be reasonably anticipated by the UAO and which could not be avoided by the UAO with exercise of due diligence at the time of the occurrence.
