About this file

This is Addendum No. 3 to a Request for Qualifications (RFQ2026013) issued by the City of Kissimmee, Florida, for Construction Engineering and Inspection (CEI) services for the Connect Kissimmee Complete Streets Phase 1 project. The project encompasses improvements along Emmett Street and Broadway from Orlando Avenue to Neptune Road. The addendum provides sixteen clarifications and corrections to the original solicitation and addresses questions regarding proposal organization, page limitations, qualification requirements, and documentation standards. Key clarifications include confirmation that respondents may organize submissions in their preferred format provided all required information is included and clearly identified; that no maximum page limitation applies, though concise and well-organized proposals are encouraged; and that a Responsible Charge Specialist (RCS) remains required despite construction phase funding being entirely municipal, as the project operates under the Florida Department of Transportation (FDOT) Local Agency Program (LAP) and must comply with all applicable FDOT and LAP requirements.

The addendum addresses the estimated construction cost of approximately $13.5 million, which reflects expanded project scope beyond the original $9 million estimate, and confirms that respondents should use this figure for proposal preparation. Additional clarifications specify that the Engineer of Record (EOR) remains responsible for preparing and sealing Technical Special Provisions rather than the CEI consultant; that design services are not included in this CEI scope; that Professional Liability Insurance requirements of $1 million per claim and $2 million aggregate remain mandatory to ensure FDOT LAP compliance; and that two electronic copies of proposals should be submitted via USB. The City indicated availability of Utility Work Schedules and draft supplemental specifications upon request. The addendum also addresses the status of the 10.54 percent Disadvantaged Business Enterprise (DBE) goal, noting that the City is evaluating recent FDOT guidance regarding the suspended DBE program and will address any necessary modifications during contract negotiations if applicable.

Addendum No. 3

Project: Connect Kissimmee Complete Street Phase 1 CEI Services Bid No: RFQ2026013

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

Question 1: Section 3.1 identifies the required qualification content but does not appear to provide a required proposal organization. Does the City have a preferred proposal structure or section order for responses? If not, may respondents organize their submittal in a format of their choosing, provided all required information is included?

Answer: Respondents may organize their submittal in a format of their choosing, provided that all required information, qualifications, and supporting documentation outlined in the solicitation are included and clearly identified. The city recommends that proposals be organized in a logical manner that facilitates the review and evaluation process.

Question 2: Section 3.1 references page limitations; however, we were unable to locate a maximum page count in the RFQ. Please confirm whether a page limitation applies and, if so, what materials are included or excluded from the page count.

Answer: The City has not established a minimum or maximum page limitation.

Respondents are encouraged to provide sufficient information to clearly demonstrate their qualifications, experience, and capabilities relevant to the requested services.

While no page limit applies, respondents should exercise reasonable judgment in the preparation of their submittals and avoid including excessive or unnecessary information that does not contribute to the evaluation of qualifications. The city encourages concise, well-organized proposals that address all requirements of the RFQ.

Question 3: In previous addendum 1 it was stated than an RCS will be required because there is federal funding; however, looking at the LAP agreement, the federal funding seems to be just for phase 38 (design), phase 58 (construction) does not have any federal funding. Is there another LAP agreement with federal finding for phase 58? If not then is it still required to have an RCS?

Answer: Although the CEI services will be funded entirely by the City, the construction project is being delivered under the FDOT Local Agency Program (LAP). As such, all applicable FDOT and LAP requirements must be followed throughout the construction phase.

Accordingly, the City requires the CEI team to include a Responsible Charge Specialist (RCS) to ensure compliance with FDOT LAP procedures, documentation requirements, reporting standards, and overall project administration. Therefore, regardless of the funding source for the CEI contract, an RCS is required for this project.

Question 4: In addendum 2, it states that the estimated construction amount is about $13.5M;

however, it seems more scope of work was added to the original scope. Is the construction estimate still $13.5M?

Answer: The original project scope was estimated at approximately $9 million. Since that estimate was developed, additional project elements and scope enhancements have been incorporated into the project. The current estimated construction cost of approximately $13.5 million reflects the expanded scope of work and should be used by respondents for purposes of preparing their Statement of Qualifications.

Question 5: We understand that the Florida Department of Transportation (FDOT) has suspended their Disadvantaged Business Enterprise (DBE) program. Does the 10.54% DBE goal mentioned on Page 8 of the RFQ still apply to this submission?

Answer: The 10.54% DBE goal identified in the RFQ reflects the information available at the time the solicitation was issued. The City is currently evaluating recent guidance related to the FDOT DBE Program and its applicability to this project.

For purposes of this solicitation, respondents should submit their qualifications in accordance with the requirements outlined in the RFQ. If FDOT subsequently determines that DBE participation goals are not applicable to this project, the City will address any necessary modifications to the DBE requirements during contract negotiations and project implementation, as appropriate.

Question 6: Page 12 of the RFQ states “The intent of the page limitations is to avoid large and unnecessary submittals that may be redundant, so please, limit the amount of information provided using discretion based on the content of the RFQ. Double sided pages are acceptable as one page. Addendum question through the City’s Purchasing Department. Clarification and/or a specific request can be made via a formal Addendum question through the City’s Purchasing Department.” Would the City please clarify the page limitation for each section of the proposal? Do forms, resumes, table of contents, and/or covers and tabs count toward this page limitation?

Answer: The language on Page 12 is intended as guidance only and encourages respondents to exercise reasonable discretion in preparing concise, relevant, and well-organized submittals. Respondents should provide sufficient information to demonstrate their qualifications and experience while avoiding excessive or repetitive material.

Because no page limitation applies, forms, resumes, table of contents, covers, tabs, dividers, and similar organizational materials are not subject to a page count restriction.

Question 7: Would the City please provide any Utility Work Schedules or draft schedules that may be available for this project?

Answer: Yes

Question 8: Would the City please provide any draft supplemental specifications or special provisions available for this project?

Answer: Yes

Question 9: Please confirm whether the selected CEI consultant is required to prepare, revise, submit, sign, or seal Technical Special Provisions for the project, or whether this remains the responsibility of the Engineer of Record.

Answer: The Engineer of Record (EOR) remains responsible for these services.

Question 10: Section 3.1 references services to “design and prepare a complete set of construction contract documents.” Please confirm whether design services are included in this CEI scope, or whether this language does not apply to this RFQ.

Answer: The referenced language does not apply to this contract

Question 11: The RFQ states that Type of Work 10.4 requires two Engineers/Project Administrators with applicable 10.4 CEI experience. Please confirm whether both individuals must be specifically identified in the proposal org chart/staffing plan as committed project personnel, or whether it is sufficient to demonstrate that the prime/subconsultant team meets the 10.4 qualification requirement.

Answer: It is preferred that the individuals be specifically identified in the proposal.

Question 12: The Project Administrator qualifications include Grouting for Bridge Post- Tensioning Tendons and SSPC C-3 Supervisor/Competent Person Training, noted as “if applicable.” Please confirm whether these qualifications are applicable to this project and required for the proposed Project Administrator.

Answer: These requirements do not apply to this contract.

Question 13: Where the scope of work for the Consultant is professional services, will the City agree that the indemnity obligation running from the Consultant to the City shall be governed by FS Chapter 725.08?

Answer: The City acknowledges the requirements of Section 725.08, Florida Statutes, and any indemnification provision applicable to professional services will be required to comply with Florida law. Final contract language will be subject to review and approval by the City.

Question 14: Where the Consultant must carry and maintain Professional Liability Insurance with limits of $1 million per claim and $2 million in the aggregate, will the City agree to not require “Professional or Errors of Omission Liability Insurance: limit of liability no less than$2 million” where it is the same coverage (at least in “name”) and same limits? The latter coverage is not available in the U.S. market nae may well not exist.

Answer: The City acknowledges that Professional Liability and Errors & Omissions Liability are generally the same coverage. The intent is not to require separate policies;

however, the insurance requirements and limits stated in the solicitation will remain unchanged to ensure compliance with FDOT LAP requirements.

Question 15: RFQ Reference: RFQ, Pg. No. 1, Clause No. II.

a. Description: Please confirm whether the required two (2) electronic copies should be submitted via USB, CD/DVD, or another format.

Answer: The required two (2) electronic copies should be submitted via USB.

Question 16: RFQ Reference: RFQ, Pg. No. 12, Clause No. 3.1.

a. Description: The RFQ indicates an intent to avoid large and unnecessary submittals and notes that double-sided pages may be counted as one page.

However, we were unable to identify a clearly defined numerical page limit within the RFQ documents. Accordingly, we request confirmation on whether a maximum page limit applies to the qualifications submission. If a limit does apply, please clarify whether items such as required forms, resumes, tabs, cover pages, and supporting appendices are included in or excluded from the page count.

Additionally, please confirm the page limits, if any, applicable to each section of the submission.

Answer: Please see the response to Question 2 in this addendum.

Question 17: RFQ Reference: RFQ, Pg. No. 9, Clause No. 2.10.

a. Description: A copy of the affidavit form is included in Attachment “A”. We kindl request that the City provide the Human Trafficking Affidavit in an editable Word format, as the version included in the RFQ is an image and cannot be modified or completed electronically.

Answer: Please see the Human Trafficking Affidavit attached.

A. ACKNOWLEDGMENT OF ADDENDA:

1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the RFQ. The Proposer shall submit said Form with the proposal.

2. All other terms and conditions of the RFQ remain unchanged.
